CONTEXT As a task force, we were assigned to develop a multi-faceted approach to address sexual violence at dane university per President Obama’s request
Task force objectives • Accommodate the unique needs of survivors of sexual violence • Ensure the rights of those accused of sexual violence are met • Change myths of sexual misconduct to facts • Inform the campus community of sexual Misconduct prevention • Change the paradigm from victims protecting themselves from sexual violence to ensure all our community members treat everyone with respect to prevent sexual misconduct • Educate the campus community on ensuring all parties involved in sexual activity consent to that sexual activity.
Dane university • 12,527 students (54% male, 45% female, 1% undisclosed*) • Public, comprehensive institution in the pacific northwest • Mission statement: Dane University educates the campus community to be morally responsible citizens who think critically, act wisely and work skillfully to advance the common good • President carter has been in office for eight months. • Her previous institutional backgrounds include large public and small liberal arts. • Her professional repertoire includes various social justice issues, gender inclusivity, and lgbtq rights * Undisclosed may include students identifying as transgender, gender nonconforming, or other
Campus save act background • 1972 – Education Amendments • Title IX – “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance” • 1990 – Clery Act • “Amended federal financial aid laws to require all participating postsecondary institutions to disclose campus crime statistics and security information” • 1994 – Violence Against Women Act (VAWA) • “established federal legal definitions of domestic violence, dating violence, sexual assault, and stalking. Campus save act background continued • 2001 – Revised Sexual Harassment Guidance • “Schools need to ensure that employees are trained so that those with authority to address harassment know how to respond appropriately, and other responsible employees know that they are obligated to report harassment to appropriate school officials.” • 2011 – Dear Colleague Letter • “Guarantees all students an education free from sexual harassment and violence… All schools implement preventive education programs as part of their orientation programs for new students, faculty, and staff.” • 2013 – Campus Save Act • “Amended the Clery Act to mandate extensive primary prevention and awareness programs regarding sexual misconduct and related offenses.” • Schools must report compliance in their Annual Security Reports by October 1, 2014 Retrieved from www.campussaveact.org
Action plan • Having looked at the campus save act and our campus community needs, this is the action plan we propose to start for summer 2014 during new student orientation. • We are proposing to implement the following initiatives in hopes of achieving our goal of creating a safer environment for the entire campus community. Some of our proposed initiatives include: • Campus wide Campaigns • social media initiatives • Bystander intervention training • Establish office for the prevention of violence and discrimination • Additional orientation curriculum • Title IX training for the campus community
timeline Spring 2014 • Search committee begins reviewing for candidates for Director of Office for Prevention of Violence and Discrimination • Task Force members and other university officials begin Green Dot training • Train staff wishing to participate in the 24 hour crisis prevention duty rotation • Train Orientation Leaders for Green Dot • Begin preparation for #SayYesForSexcampaign April 2014 • Offer position to new hire with June 2 start date • Begin prepping space for the new office May 2014 • Start incorporating the #SayYesForSex campaign by using the “It’s Coming… Fall 2014” sign June 2014 • Office for the Prevention of Violence and Discrimination opens • Director starts at Dane University • Orientation throughout the summer, incorporation of the Bystander training/curriculum
Timeline continued July 2014 • Train Residence Life paraprofessional staff on Green Dot • Create videos (including vlogs) for the #SayYesForSex campus Fall 2014 • Have a Green Dot training once per month available to campus community training • Collaborate with different departments to program around the needs of different identity groups August 2014 • During “Dane Daze” (or Welcome Week) we will reveal the #SayYesForSex Campaign and announce to the university community everything the campaign entails • Grand opening for the OPVD • Release statement from President Carter and the task force regarding the new initiatives for the university community • Release a Campus Climate survey to gather assessment data before the campaign is fully incorporated into the campus community • All campaigns should be fully launched by the end of the month April 2015 • Implement an assessment to gather data about the campus climate after we have incorporated the campaigns and initiatives
Campus wide campaign • #Sayyesforsex campaign • Social media presence with use of the hashtag • Twitter—the office would create an account and promote this hashtag along with a photo campaign of students holding signs with the hashtag and of their definition of consent • Tumblr—the office would use this account to vlogand blog using student entries about any encounters they have had. This will be challenge by choice and if students want to remain anonymous they can submit anecdotes through email. • Pinterest—there will be a board to find and post activities to increase learning and awareness around sexual violence and assault • Instagram—this would be a major push for our photo campaign students can create their own signs for this and we will use our account to launch our photos
Green dot Bystander intervention training • “A Green Dot is any action that reduces the risk of violence in the moment, supports survivors or creates a culture less tolerant of power-based personal violence. A Green Dot is your individual choice to make our campus safer. • The Green Dot movement is about gaining a critical mass of students, staff and faculty who are willing to do their small part to actively and visibly reduce power-based personal violence at [Dane university].” University of st. Thomas, 2014 • Training for green dot advocates will begin in spring 2014 • These individuals will be certified to train others on green dot in the future • Additional trainings for students will be offered throughout the fall semester
Establishing the office for the prevention of violence and discrimination • office • New office will start to be prepared in April 2014. • Grand opening will be in august 2014 • Positions • Director will begin June 2nd • Associate Director/title IX Coordinator • We will appoint the current title IX coordinator to this position • Associate director will appoint title IX investigators including: • Residence hall director • Assistant dean of students • Director of counseling and psychological services • Student activities coordinator • Disability resources specialist
Additional Orientation Curriculum • Implementation of Green Dot movement into all orientation programs • Students participate in a mandatory session regarding Dane University’s policies, which includes the Green Dot movement • Parents are notified of what the Green Dot movement is
Title IX Training for the Campus Community • Collaborate with nearby institutions to bring ATIXA to campus • Bring ATIXA to Dane University • Invite all appropriate personnel to ATIXA training • If spots available, open event to others interested

Assumptions • Dane university received a grant from the department of education to implement all of these initiatives • Over the past five years, Known Sexual assault cases on campus have increased approximately 30%
