  1. SRA Data Strategy - Goals • Take advantage of county parcel data • Automate the data maintenance process • Create “parcel-based” SRA data that matches other local data sources, helps us make in or out calls • Since parcel data quality varies, Units can opt out by county

  2. Where We Are: Poor Alignment with Parcels

  3. Where We Are • Hard to Track Annexations • Impossible to Track Ownership Changes - Some FRA lands are private/state lands - Some SRA lands are federally owned

  4. Why Poor Quality SRA Data is a Problem • FHSZ mapping • Real Estate Disclosure • 4290 Inspections • SRA Fees (?) • Fire Starts/Cost Incidence • Basis of Direct Protection determination

  5. Where We Want to Go 1. All FRA matches parcels2. Continuous capture of annexations3. Track federal ownership changes from parcel data

  6. How to Get There Tracking Ownership Changes • Parcel ownership changes are tracked by counties • GreenInfo Network compiles county and federal parcels, creates statewide data we can use to derive FRA • Part of Protected Areas Database-U.S. effort Annexations • BOE notifies FRAP of annexations • Units/local government can provide data

  7. “Parcel-based” SRA • All FRA follows parcel lines • LRA/SRA lines can follow - city boundary - parcel line - lines of convenience (street, canal, crop field) not affected • Ownership changes tracked by parcel

  8. Data Maintenance Tasks Continuous vs. 5 Year Review Continuous Changes Annexations Parcel ownership changes 5 Year Review Changes Land Use – agriculture Land Use – densification Other/error fixes as needed

  9. Continuous SRA Changes:Annexations Board of Equalization process: BOE -------FRAP ------- Unit Report Process/document Verify Use of city/county data: Unit/county ----- FRAP ---------Unit Provide data Process/document Verify

  10. Continuous SRA Changes:Parcel Ownership Changes County ---- GreenInfo ----- FRAP Parcels Merge/standardize Updated FRA FRAP: use updated FRA to identify….. SRA to federal (automatic SRA exclusion) FRA to private/state owned 1. Automatic inclusion: surrounded by USFS or SRA, similar vegetation (pending BOF approval). 2. Other – becomes LRA (can become SRA through Board approval process)

  11. Example - Isolated ParcelsAutomatic Inclusion as SRA under Proposed Changes Red parcels show as FRA but are actually private and should become SRA.

  12. SRA Tracker • Automated system (similar to FHSZ) • Documents changes and approval process • All annexations, parcel ownership changes processed by FRAP subject to Unit review • Changes submitted by the Units will also be included in the SRA Tracker

  13. SRA Tracker

  14. Other Implications • Scheduled SRA data releases, at least annual • Coordination with Red Book publication • Web statistics for SRA/DPA acres, population, housing • Historical tracking of changes • Coordination with DPA updates (?)
