  1. Round Table on “Asset Management”Asset Management ToolsA System Approach to Condition Based Maintenance of Power Networks 2003 CIRED Conference

  2. Introduction • Liberalised electricity markets are aimed to competition and more performance based regulatory schemes • Shareholders expectations are driving power industry managers to develop new strategies to increase revenues at lower costs 2003 CIRED Conference

  3. Introduction/cont. • Revenues depends on power networks utilisation, regulated, in many countries, by National Regulators who state: • tariffs for the network use, based on detailed cost analysis • standards for network performances, based on benchmarks with other electric systems aimed to identify internationally based best practices • In the case the stated standards are not met penalties are applied 2003 CIRED Conference

  4. Introduction/cont. • In the aforesaid scenario power network owners/managers have to identify new strategies to: • control the costs • improve the assets management • increase the asset profitability 2003 CIRED Conference

  5. Power quality standards stated by Regulators Return on investments Introduction/cont. The new strategies have to be identified with the aim to achieve the due balance between: 2003 CIRED Conference

  6. Introduction/cont. • Profitability improvement of the “power networks” assets implies to optimise the process of plant maintenance and renewal • The maintenance/renewal process has a key role in: • controlling expenditures • improving performances just to respect the service quality standards stated by the Regulators • preserving the value of assets 2003 CIRED Conference

  7. Introduction/cont. • In the last years the Condition Based Maintenance (CBM) approach has been introduced in the power network sector too. • CBM is aimed to operate maintenance actions on power network plants and components (or their renewal) in the case significant decay phenomena are detected and their functionality may be soon compromised 2003 CIRED Conference

  8. Introduction/cont. • The “Condition Based Maintenance” (CBM) approach allows: • the reduction of maintenance costs (by reducing/eliminating the need of periodic checks) • the optimisation of component life cycle • the optimisation of plant renewal. 2003 CIRED Conference

  9. Introduction/cont. The integration is required of several aspects Access to background / foreground plant data On-line monitoring of plant status Support decisions on maintenance actions Plants scattered in a wide territory High number of plants and equipment 2003 CIRED Conference

  10. special monitoring systems IT corporate management system plant tele-operation E-maintenance for power electric network • Objectives Synthesis of plant/component performances to support decision on maintenance/ replacement by the integration of data from : 2003 CIRED Conference

  11. E-maintenance for power electric network • Distinctive features • Evaluation of performances of components and classes of components by manufacturer, type, age, operational environment • Development of knowledge base(engineering models) based on the present status, the past operation experience, the physical features of the components 2003 CIRED Conference

  12. E-maintenance for power electric network • Distinctive features/cont. • Identification of the best maintenance actions aimed to achieve the Company objectives • Analysis of historical data to identify correlation and improve the technical staff know how • Integration in the Corporate management procedures and in the tele-operation and monitoring systems plants/components. 2003 CIRED Conference

  13. E-maintenance for power electric network • Architecture • An e-maintenance system integrates information and data owned by different legacy • Maintenance on condition requires much more informed DSS • The information should not necessarily reside on the system itself; they can be stored into specific databases and gathered (by synchronous or asynchronous connections) when needed 2003 CIRED Conference

  14. E-maintenance for power electric network • Architecture/cont. • Data-base with background and foreground data of plants and components • Expert system to implement the knowledge base in the identification of the maintenance/replacement actions • Statistical and correlation analysis 2003 CIRED Conference

  15. Power network Failure and intervention DB E-maintenance for power electric network • Architecture/cont Strategic output Central user Corporate IT system • Inquiries • Reports • Business Intelligence Foreground DB(tele-op. and monitoring) Background DB • Operation results • Network DB update • Inquiries • Reports Modelli Modelli Models Trigger Trigger Trigger Local user Local user 2003 CIRED Conference

  16. E-maintenance for power electric network • Knowledge base and engineering models • A set of models, one for each component type, defines the rules and criteria of maintenance on condition • The models are activated: • automatically, when a new significant data/information relevant to a component is available or at a fixed time, • by interactive action of the maintenance staff following an inspection, 2003 CIRED Conference

  17. Tele-control & monitoring Inspections Measurements and anomalies ev. Diagnostic Engineering Model E-maintenance for power electric network • Knowledge base and engineering models/cont. Power network - Trigger - Historical data - Ratings Historical files Results of the model 2003 CIRED Conference

  18. E-maintenance for power electric network • Knowledge base and engineering models/cont • Sources of the information used by the models: Inspection on components • Information are usually provided by visual checks and by reading the instrumentation during the normal operation of components. • More detailed information are provided by technical checks and measurements when the component is out of service 2003 CIRED Conference

  19. E-maintenance for power electric network • Knowledge base and engineering models/cont • Sources of the information used by the models: Historical files • Ratings of components • Past operation data • Past maintenance actions 2003 CIRED Conference

  20. E-maintenance for power electric network • Knowledge base and engineering models/cont • Sources of the information used by the models: Tele-control and monitoring systems • Readings of appropriate sensors integrated in the tele-control and monitoring systems of components • The readings, locally stored, are acquired and elaborated by models at fixed times • This data source may substitute physical inspections 2003 CIRED Conference

  21. E-maintenance for power electric network • Knowledge base and engineering models/cont • The application of the engineering models provide: • detection of anomalies, directly identified by the local staff (after inspection) or on the basis of the available measurements • identification of the maintenance actions to be undertaken and the relevant priorities, • description of the main steps used by the diagnostic algorithm, just to allow the improvement of the understanding of the decision making process 2003 CIRED Conference

  22. E-maintenance for power electric network • IT structure and solutions • Objectives and constraints • Integration (i.e., no redundancy, synchronisation) with corporate management systems and with the technical operation systems • Communication between plants, local files, central databases, local and central user stations • Adoption of state-of-the art IT solutions 2003 CIRED Conference
