Project Background Authorizes construction of a protective and recreational beach along 4 miles of shorefront from the St. Lucie County line to Stuart Public Beach Park.
Purpose and Need • Reduce storm damages and beach erosion • Maintain an area suitable for recreation and wildlife habitat/sea turtle nesting. • Maintain commerce associated with beach recreation in Martin County. Hurricanes and Tropical Storms Passing within 200 Miles of Martin County 1971 to 2007
Purpose and Need Damage to project area after Hurricanes Frances and Jeanne in 2004. Hutchinson Island has long been recognized as an important loggerhead turtle rookery (NMFS and USFWS, 1991).
Description of Proposed Action • Since the borrow area on Gilbert Shoal has been fully utilized, alternative sand sources need to be identified and approved to provide enough beach-compatible sand for the remaining period of federal cost-sharing participation.
Alternatives: Sand Sources Potential Sand Sources: Upland – existing sand mines Offshore – designated borrow area Three offshore areas (C1-A, C1-B, and C1-C) and several upland areas were evaluated as potential sand sources for this project.
Studies Conducted in Affected Environment • Wave Modeling – STWAVE • Nearshorehardbottom mapping • Geotechnical – Vibracores • Sidescan Sonar/Magnetometer Surveys • Diving/Groundtruthing • Regional Fishery Resource Survey • Sea Turtle Monitoring • Mitigation Reef Monitoring Vibracores and dive survey Borrow Area C1-B
Preferred Offshore Borrow Area • C1-B is the preferred borrow area • Least amount of vertical relief compared to C1-A and C1-C • Material is beach-compatible • 2012 project requires approximately 787,000 cy of material Sand sample from Borrow Area C1-B
Mitigation Measures Approximately 6.0 acres of nearshore artificial reef was created in 2000 to offset impacts on nearshorehardbottom resources during initial project construction and any secondary impacts during sand equilibration.
