Office of Small Business Programs Mission • The Mission of the Office of Small Business Programs (OSBP) is to serve as an advocate for small business enterprises. To ensure that a fair portion of contract awards, percentage of total U.S. business dollars, is placed with: • Small Business (SB), • Small Disadvantaged Business (SDB), • Women-Owned Small Business (WOSB), • HUB Zone Small Business, • Service-Disabled Veteran-Owned Small Business (SDVOSB), and • Historically Black Colleges, Universities and Minority Institutions (HBCU/MI
Function of the OSBPas it relates to INDUSTRY As the single face to industry, regarding the SB Program, public value must be provided through maintaining a positive image for the Government. “IMAGE” describes the guidelines utilized: Innovative – use innovative techniques to develop sources, identify areas for process improvement and develop a performance based strategic plan. Mission – maintain focus on the agency mission to acquire quality goods and services, increase competition, broaden the industrial base and implement National policies. Advocacy – be proactive in promoting and balancing small business programs consistent with the Small Business Act, as well as the mission of the agency. Genuine – be honest, professional, reliable, trustworthy, and ethical in serving as an advocate for small businesses and representing the agency and the Federal Government. Educated – maintain knowledge of Public Laws, FAR, DFARS, the impact of regulatory policy changes upon small businesses and understand the political environment.

American Recovery and Reinvestment Act • The Recovery Act requires federal agencies to provide maximum opportunities for small businesses to compete for contracts. Fed Biz-Opportunities, located at www.fbo.gov, has provided information on all available federal contracts over $25,000. What is the economic impact of YPG on the local community • Yuma Proving Ground plays a vital role in the economic stability of Southwest Arizona and contributes significantly to the economic health of the entire state. The proving ground is Yuma County's largest single employer of civilians and the county's primary high technology workplace. • The economic impact of the proving ground each year amounts to well over $425 million, much of which stays within Yuma County and the State of Arizona. • Yuma Proving Ground hosts over 23,000 visitors per year. Additionally, nearly 100 military units from around the nation come to the proving ground each year to conduct realistic training.
