Five Steps to Developing an M&E Plan Establish the M&E planning team and: • Identify information users and their needs (program stakeholders). • Align projects and activities with program goals. • Develop program conceptual framework. • Outline key M&E questions and indicators and create M&E framework. • Develop M&E action plans, including data collection and analysis, reporting and dissemination of findings.

Content of Action Plans: Data collection/management/analysis • What: What data to collect, enter and analyze? • How: Action steps for collecting, managing, and analyzing data • Who: People responsible for each action step • Cost: Material and financial resources needed for each action step • When: the proposed schedule for data collection/management/analysis

Content of Action Plans: Results dissemination • What: What results to disseminate to which stakeholders, according to their needs • How: Action steps to disseminate information to stakeholders • Who: People responsible for each action step • Cost: Material and financial resources needed for each action step • When: the proposed schedule for dissemination

  6. Timing • Consider when results need to be available • Consider the time needed for data collection, management, analysis and planning for dissemination • Schedule the start of the various data collection activities accordingly
