1997 Study Findings • Over 6,000 offerings on a designated day • A coordinated system of staff development does not exist • Local staff development efforts reflect state and federal initiatives • Teacher participation is voluntary and varies • Most staff development offerings are at awareness level
Recommendations • Create a collaborative, coordinated system • Narrow the scope of staff development offerings • Provide content area training to teachers • Increase use of technologies • Include a regularly scheduled block of time for staff development • Create professional development schools

Professional Development: Current Focus • Recent legislative changes, F. S. 1012.98 requires districts to: • Develop Professional Development Systems • Develop individual PDP’s for all teachers • Focus offerings in identified areas • Establish a District Master Inservice Plan
The Department shall: • Design methods by which districts may evaluate and improve professional development systems. • The evaluation must include annual assessment of data indicating progress or lack of progress of students.
1012.98, F. S. • If review of data indicates progress, DOE shall identify best practices. • If review of data indicates lack of progress, DOE shall investigate the causes, provide technical assistance.
Evaluation Protocol: Purposes • Ensure high quality district, school, faculty professional development • Provide data for annual report on the quality of professional development • Provide school districts with methods to conduct ongoing assessments
