Challenges Background • Context – Different areas of control and in conflict • Armed conflict situations preventing data collection • Government of Syria and certain areas preventing data collection • Political sensitivities in data collection • No electronic data collection allowed • Only KI possible were assessments are prohibited • Issues of standardization and harmonization given the different areas of control • Challenges with OCHA’s earlier assessments in 2015 and 2016 • Until recently, lack of evidence based needs information and lack of proper population figures • Lack of updates on IDP tracking on overall persons of concern figures

Action and Remedies • Development of a SNFI questionnaire for South, Northwest and North East Syria (both KI and HH formats) • Conducting assessment in opposition control areas during November and December 2016 (During Aleppo Crisis) • Review of lessons learn from previous assessment • Reviewed to create a Whole of Syria common floor questionnaire • Need to consult all hubs • Request permissions from the Government of Syria Ministry of Statistics • Request permission from opposition groups • Request permission from Turkish authorities for Euphrates Shield Area • Apply lessons learned from previous assessment • Implement a new assessment during July and August 2017 in time for HNO process

Complexity of factors for analysis (Lack of representative data) • Key Informant – only in areas where HH data collection is prohibited • Household Assessment – Where possible • Challenge of merging KI with HH data collection • Urban vs Rural vs Camp setting data • IDP vs Host Community Data • NFI / Shelter / HLP / Demographic info • Governorate / District / Subdistrict / Community level data • Government of Syria / Opposition controlled / Turkey controlled • Long reports that are not easily digestable • Development of factsheets for summary purposes • Simplification of report format • Development of dashboards for ease of analysis • Promoting the use of the data for targeting and program development purposes
