  2. NATIONAL AGENCY OF PUBLIC REGISTRY • Legal entity of public law under the subordination of the Ministry of Justice of Georgia, operating on self-financing principle • Established on the basis of the Law of Georgia on State Registry, adopted on June 1, 2004

THE FUNCTIONS OF NAPR • Maintenance of the Registry of the Immovable Property Rights, Lien Registry and the Tax Lien/Hypothec Registry • Recording of the cadastre data on immovable property • Registration of pledge on movable things • Ensuring accessibility to the data concerning registered rights and right identification documents

Law on National Agency of Public Registry, Article 6 • Data registered at NAPR and documents stored at registration offices are public and have free access, except for the cases prescribed by Georgian legislation Administrative Code, Article 10 • All have access to get public information stored at administrative body as well as to get copies of them, except for the information containing state, official of personal secret

Software Development • Electronic Book for Registration of Applications and Rights –ensures getting information from immovable property registry • Cadastral Data – provides access to the cadastral database to have a view of graphical information • Software for the BTI Archive – ensures simplified way of getting information or documents proving of ownership, which should be further presented to make initial registration of immovable property unit at NAPR • Lien and Tax Lien/hypothec Registry – ensures simplified way of getting necessary document or just to observe existence of lien or tax lien/hypothec note
