Goal of Training Slides • Provide basic knowledge of program qualifications and general eligibility • Provide visual key to field office personnel • The DC or representative will be able to decide: • If the event potentially qualifies for the EWP program • If the site is a potential exigency so a damage survey report team needs to be dispatched immediately

  3. Program Eligibility • Current condition poses an imminent threat to: • Health • Life • or Property • Caused by Single Natural Event that resulted in a watershed impairment • Economically, Environmentally, and Socially Defensible, and Technically Sound

  4. Eligible Measures • Reduce threat to life and property from WS impairment (sediment and debris) • Provide protection from flooding and erosion by retarding runoff • Remove debris deposited by natural disaster that would affect runoff or erosion • Restore hydraulic capacity to the natural environment based on pre-event conditions • Economically, socially, and environmentally defensible

  5. Measures Must Provide • Immediate, adequate and safe relief from hazard • Limited to measures that reduce applicable threat to a stable condition • Approximate conditions prior to event (impairment)

  6. Not Eligible for EWP • Restoring Farmland Productivity • Replacement of Infrastructure • Flood Fighting and Rescue • Correcting Pre-existing Conditions • Performing O&M type Work • Repair of a site more than 2 times in 10 years for same type event. • Work on Federal lands • Repair Animal Waste Lagoons • Increase pre-disaster channel capacity

  7. Not Eligible for EWP (cont.) • Work competing with other Federal Programs [FSA’s-Emergency Conservation Program; Federal Highway Administration (FHA) -Emergency Program; or Federal Emergency Management Administration (FEMA)] • Repair, rebuild, or maintain public or private transportation facilities or facilities of FHA • Removal of sediment or debris from reservoirs • Work on levees of rivers with drainage of greater than 400 square miles • Landscaping for aesthetics

Exigency • Demands an immediate action to avoid potential loss of life or property. • Including potential 2nd disaster shortly after initial event to cause new damages that could cause potential loss of life or property without immediate action • Measures are temporary solution until permanent measure can be implemented by sponsor • All Work done within 10 days of receiving funds

  11. Why Not Eligible The erosion is not affecting the bridge by undermining the site. If the eroding stream bank was affecting the abutment of the bridge then property is being threatened and therefore is eligible for the program.

A final determination will use the present erosion damage plus depth of channel and type of soil material to assess risk of failure.

However, if the eroded area makes the site unusable (closes the road) then we have nothing to protect and therefore ineligible. Remember we cannot repair the road or other infrastructure.

  35. Road Protection (6) Bank erosion is undermining the road and looks imminent (beginning to erode into the road) thus eligible. The site is potentially exigent due to the immediate threat to life or property. The damage may not look severe, but life and property would be at risk passing along this site.

  37. Road Protection (7) Bank erosion is undermining the road. The depth of the erosion is not bad, but may still cause threat to life or property. Here an automobile could lose control if it has a tire drop-off along the road edge.
