Concepts Transformation In an organizational context, [transformation is] a process of profound and radical changethat orients an organization in a new directionand takes it to an entirely different level of effectiveness. Unlike 'turnaround' (which implies incremental progress on the same plane) transformation implies a basic change of character. • Why is it necessary to engage in this radical change? • What is the new direction? • Will there be a different level of effectiveness?

  3. Concepts Statutory status Legal entity born out of registration via legislation Two options: • Registration via existing legislation • Registration via new legislation

Significance of LIS professional association Factors that have influenced the continued existence of LIS professional associations: • Need for belonging; • Security; • Personal development; • Self help; • Communication; • Library ethics; • Intellectual freedom; and • Library associations as relevant sources of information.

  5. Transformation of representation of the LIS sector • South African Library Association (SALA) occupational association - push for the conversion to a professional association including acquisition of statutory status. • SAILIS – change membership policy – professional association • ALASA • Library and Information Association of South Africa (LIASA) in July 1997 – formulation • It is beyond debate that there has been continuous change in terms of representation of the sector. However, that change has been incremental and on the same plane. There has been movement from an occupational association to a professional association and now back to an occupational association – from multiracial organization to an organization constituted along racial lines and now back to a multiracial organization. We seem to be in continuous cyclic mode.

  6. Why the need for radical change? “LIASA seek full statutory recognition as the sole professional body for the knowledge, records management and library and information workers in South Africa”. (LISLIG) • Fragmentation • Voluntary organization • Lack of comprehensive representation • Head in the sand

  7. Is a statutory body the new direction? Legal entity born out of registration via legislation. Objectives of statutory bodies: • Promoting the discipline; • Regulating the entrance of personnel into the sector; • Determining standards of professional education and training; and • Setting and maintaining excellent standards of ethical and professional practice.

  8. South African Council for Educators (SACE) Governed by Act No 31 of 2000 entitled South African Council for Educators Act. Section 21 of the SACE Act deals with the issue of compulsory registration of educators and subsection and reads as follows: • 21(1) A person who qualifies for registration in terms of this Act must register with the council prior to being appointed as an educator. • (2) No person maybe employed as an educator by any employer unless the person is registered with the council.

  9. Conclusion Statutory status: is NOW the right time? The time was right decades ago We are now in a state of desperation
