  3. 25 TAC 289.202 (ee) • Procedures for receiving and opening packages • (ee)(1) licensee that expects packages must take possession of package • (ee)(2A) must monitor for contamination unless is a gas or special form • (ee)(2B) must measure radiation levels around package unless less than type A limits • (ee)(2C) must do both of the above is package is damaged

(ee) cont • (3) licensee will take possession of package in reasonable amount of time , but no longer than 3 hrs after receipt • (4) licensee shall immediately notify carrier if removable radioactive material prescribed limits • (4)(A)(i)must check for removable contamination • (4)(A)(ii) removable contamination limits are 10-5 uCi.cm 2 (22 DPM) for most radionuclide and 10-6 (2.2 DPM) for some alpha emitters

(ee) cont • (4)(A)(iii) exclusive use shipments contamination must not exceed 10 X limits and any time and must not exceed limits at beginning of shipment • (4)(B)(i) radiation level on outside of package will not exceed 200 mRem/hr TI <10 • (4)(B)(ii) exclusive use packages can be above these limits but not above the following

(ee) cont • (4)(B)(ii)(I) exclusive use shipments can go as high as 1000 mrem/hr on surface of package • (4)(B)(ii)(II)not to exceed 200 mrem/hr on outside surface of vehicle • (4)(B)(ii)(III) not to exceed 10 mrem/hr at any pint 2 meters from surface • (4)(B)(ii)(IV) not too exceed 2 mrem/hr in any normally occupied space of vehicle

  7. (ee) cont • (5)(A)Licensee shall establish maintain and retain written procedures opening packages • (5)(B) ensure that these procedures are followed • (6) Licensees transporting certain material in company vehicles are exempt for some of the regulation on transportation

NRC 10 CFR 20 • 10 CRF 20.1906 Procedures for receiving and opening packages • (a) Each licensee who expects to receive a package containing quantities of radioactive material in excess of a Type A quantity, as defined in § 71.4 and appendix A to part 71 of this chapter, shall make arrangements to receive-- • (1) The package when the carrier offers it for delivery; or • (2) Notification of the arrival of the package at the carrier's terminal and to take possession of the package expeditiously.

  9. 10 CFR 20.1906 • (b) Each licensee shall-- • (1) Monitor the external surfaces of a labeled3a package for radioactive contamination unless the package contains only radioactive material in the form of a gas or in special form as defined in 10 CFR 71.4; • (2) Monitor the external surfaces of a labeled3a package for radiation levels unless the package contains quantities of radioactive material that are less than or equal to the Type A quantity, as defined in § 71.4 and appendix A to part 71 of this chapter; and • (3) Monitor all packages known to contain radioactive material for radioactive contamination and radiation levels if there is evidence of degradation of package integrity, such as packages that are crushed, wet, or damaged.

  10. 10 CRF 20.1906 • (c) The licensee shall perform the monitoring required by paragraph (b) of this section as soon as practical after receipt of the package, but not later than 3 hours after the package is received at the licensee's facility if it is received during the licensee's normal working hours, or not later than 3 hours from the beginning of the next working day if it is received after working hours.

  11. 10 CFR 20.1906 • (d) The licensee shall immediately notify the final delivery carrier and the NRC Operations Center (301-816-5100), by telephone, when-- • (1) Removable radioactive surface contamination exceeds the limits of § 71.87(i) of this chapter; or • (2) External radiation levels exceed the limits of § 71.47 of this chapter.

  12. 10 CFR 20.1906 • (e) Each licensee shall-- • (1) Establish, maintain, and retain written procedures for safely opening packages in which radioactive material is received; and • (2) Ensure that the procedures are followed and that due consideration is given to special instructions for the type of package being opened.

  13. 10 CFR 20.1906 • (f) Licensees transferring special form sources in licensee-owned or licensee-operated vehicles to and from a work site are exempt from the contamination monitoring requirements of paragraph (b) of this section, but are not exempt from the survey requirement in paragraph (b) of this section for measuring radiation levels that is required to ensure that the source is still properly lodged in its shield.
