Linking ABC/M to Strategic Plans, GPRA, and DOI • The ABC/M initiative for the BIA was designed with the ability to expand the effort in future years to include linkages to strategic plans, GPRA reporting and the DOI cost management effort • Each of these can be accomplished through a number of various avenues including: • Oros modeler software (utilizing the strategy module) • GT developed reporting tool (utilizing attributes) • Bureau reporting matrix
Example 1: Oros Scorecard Module • The existing Oros Modeler software that BIA currently owns, provides the capability to link Activities (organized by Business Lines) and Cost Objects (the outputs) to a Scorecard view of the organization utilizing the Strategy Module • This scorecard view can contain information related to the strategic plan, GPRA reporting, and even the DOI-level effort • Linkages will show both cost and performance data

Example 2: GT Developed Reporting Tool* • Used to report activity costs by business line and/or region using a series of attributes • Reports include: • Attributes by Business Line by Region • Attributes Across Business Lines by Region • Business Line by Region • Can be modified to include attributes linking activities/processes to GPRA, etc. *Developed in Microsoft Access
Example 3: Bureau Matrix • Used to provide a “crosswalk” between DOI Outcome Goals and Strategies and Bureau Outputs and Strategies • Shows which activities in the ABC model support the intersection of which goals and outputs • Provides the capability to identify the cost of supporting each output, strategy, and each outcome • Currently in use at Mineral Management Service
Conclusion/Questions • The BIA effort is currently in line with the efforts taking place at the Department level, with additional functionality • The BIA chosen software (Oros Modeler) is fully capable of handling the Bureau’s needs into the foreseeable future • Oros Modeler is easily integrated (forward and reverse) to accommodate requirements from the Department level • Oros Modeler is the leader in ABC software currently utilized in the Public Sector • The BIA ABC/M effort can fully integrate into other cost management/performance initiatives (GPRA, etc.)
