  3. Dedicated Schools Grant (DSG) 2011/12

  4. ERYC Schools • Every year 90% of the DSG is delegated to schools • This high level of delegation means less is available for centrally provided services such as Educational Psychology and Special School placements • The DSG is forecast to overspend in 2011/12 by £4m

  5. If? For 2011/12 • If ERYC was funded at the same rate as the average English Authority, an additional £21.3m would be available for East Riding children • If ERYC was funded at the same rate as our nearest urban, geographical neighbour an additional £30.9m would be available

  6. Academies • Seven ERYC Schools converted this year • DSG to be recouped includes £0.437m from the central services budget • This is particularly difficult to manage when schools convert in-year and recoupment occurs when budgets are set and operational • Top slicing of over £1.0m of Formula grant in 2011/12 – takes no account of number of academies in East Riding

  7. £21 million more? • If East Riding schools were funded at the level of the ‘average’ • DSG 2011/12 would rise from £209m to £230m (excluding post-16 funding) • What are we missing out on?

  8. Building our Schools’ Future • No BSF • Reduced Devolved Capital • Maintenance Budgets are tiny • An average DSG allocation would ensure all children in East Riding schools would be educated in buildings fit for purpose

  9. What Gap? • Resources barely cover basic need • Targeted support for vulnerable children is limited • An average DSG allocation would ensure that every child would have their needs met and we would be saying ‘close what gap?’

  10. Spend now or invest for the future? • ‘Central spend’ always overspends • Provision for pupils with LDD is often a compromise between need, affordability and availability • An average DSG allocation would support the development of local provision of specialist placements for our most vulnerable young people
