Deemed Measure Update:REVISITEDHeat Pumps (Weatherization, Duct Sealing) Single Family Existing Homes Regional Technical Forum August 3rd, 2010
Revisions to Analysis presented at June 29th Meeting • Average House Size increased for Heat Pump measures • 2,157 ft2 instead of 1,602 ft2 • Distinction made for Heat Pump Sizing (June 29th values reflect 3 tons for each prototype) • PTCS: Balance Point = 30 degrees • Standard Practice: Undersized by 17% • Based on 2005 Regional Heat Pump Study findings • Heat Pump Measures Re-categorized • All are now additive (June 29th had “HP Conversions” combined with C&C) • Conversions are 7.7 HSPF/13 SEER; • Upgrades are 8.5 HSPF/14 SEER and 9.0/14 SEER, and now include 8.2 HSPF/13 SEER • Commissioning and Controls (C&C) is now Commissioning & Controls & Sizing(C&C&S) • Proper sizing is part of the PTCS specs; without proper sizing, C&C would be at risk of causing comfort issues • Conversion and Upgrade costs now based on HVAC contractor bids (Mark Jerome) (June 29th used a poor fitting regression of ETO program data) Results Summarized • Heat Pump measure savings changed • C&C&S savings are significantly higher than C&C; Still a very cost-effective measure. • Conversion savings went down; All are cost-effective. • Upgrade savings went down; 8.5 and 9.0’s are not cost-effective, 8.2’s are. • Heat pump related Weatherization and Duct Sealing savings increased slightly
Measure Costs and Sizing Details Bids from Mark Jerome Prototype Weightings, Sizing Results
June 29th Values Note: Cooling Zone 2 is shown for “Current RTF savings”
Revised Values Note: Cooling Zone 2 is shown for “Current RTF savings”
Decision – PTCS C&C&S • Measures were adopted at June 29th meeting for C&C, but savings and costs now calculated to include sizing to PTCS standards. • Proposal is for PTCS C&C&S measures to replace the C&C measures adopted in June. • Accept revised values to replace June 29th decision?
June 29th Values Reminder: The June 29th analysis included C&C w/conversions
Revised Values Reminder: The revised analysis does not include C&C w/conversions; avg. house size is larger; standard practice heat pump is smaller; HPSF/SEER is now 7.7/13 not 8.5/14
June 29th Values • Note: ProCost rounds to the nearest 0.1 of a B/C ratio.
Decision – Heat Pump Conversions • Accept New Deemed Measures for Single Family Heat Pump Conversions? • Measure Life = 20 years • Same as previous
Revised Values Reminder: The revised analysis assumes a “standard practice” sized heat pump (smaller); larger house size
Decision – Heat Pump Upgrades • Accept New Deemed Measures for Single Family Heat Pump Upgrades? • Measure Life = 20 years • Same as previous
June 29th Values Note: “Electric Heat” = Weighted Average Electric Heating System Type Note: Current RTF Savings shown are for Cooling Zone 1 (Cooling Zones 2 and 3 are also deemed)
Revised Values Note: Per June 29th meeting, measure cost changed from regression results ($518) to median ($538) of ETO data [average = $605].
Decision – PTCS Duct Sealing • Accept New Deemed Measures for Single Family PTCS Duct Sealing? • Measure Life = 20 years • Same as previous
Decision – SF Wx • Measures were adopted at June 29th meeting, but savings for “average” and “heat pump” heating system types changed slightly. • Accept revised values?
