Executive Summary • Regardless of an organisation’s size, and no matter the industry or sector it operates in,the level of benefit achieved from ICT investment is largely a function of effective management. • ICT needs to be driven from the boardroom not the backroom. • Unless there is recognition at the highest level that technology is critical to an organisation's ongoing success , the chances of successful ICT implementation are significantly lessened. • New Study released by Senator :Hon Hellen Coonan ,Minister for ICT & Arts –Australia 21 April 2005
Foreword • Information and communication technology (ICT) has become, within a very short time, one of the basic building blocks of modern society. Food for thought Education is the only facet of modern society where the benefit of ubiquitous technology is still being debated…. ….but schools are supposed to prepare students for all other facets of modern society.

Vision • To ensure that every educator and manager has the means to obtain aLaptop Computer, get training on how to integrate ICT into their Curriculum, Collegial Support ,administration and personal use.
Mission • Every South African learner in the General and Further Education and Training bands will be ICT capable (that is use ICTs confidently and creatively, for personal use ,Professional Development, Administration and Integrate into the Curriculum, in an E- School, E – community, through E – learning and teaching) by 2013.
Strategic Outcomes • Enhance system - wide Access and educator readiness to use ICTs for learning, teaching and administration. • System – wide integration of ICTs into Learning ,teaching and assessment. • ICTs integrated at all levels of the education system – management, teaching, learning and administration.
Phase One 2004 -2007 • Build an education and training system to support ICT integration into learning & Teaching • Build Teachers and Mangers confidence in the use of ICT • Build a Framework for competencies for Teacher Development of ICTs into the Curriculum • Establish an ICT presence in institutions • Institution are using content of High Quality • Institutions are connected ,access the internet and communicated electronically • Communities support ICT facilities
Phase Two 2007 -2010 • Teachers and managers integrate ICT into Management & Curriculum • ICT are widely present in institutions • Institutions are using educational Content of High Quality • Establish an ICT presence in institutions • Institutions are connected ,access the internet and communicated electronically • Communities support ICT facilities
Phase Three 2010-2013 ICTs Integrated at all levels of the Education system ,Management ,Teaching ,Learning and Administration

UNESCO ICT TOOLKIT • The world is experiencing a revolution in the dissemination of knowledge and in the enhancement of instruction, through the advancement of information and communication technologies (ICT). • ICT have the potential to enhance information distribution, teaching and managing of educational services and make them affordable and available anytime and anywhere. • . ICT also have great potential for facilitating the fulfillment of educational objectives and for enhancing solutions to educational problems • For example, ICT can expand the reach and quality of delivery systems and empower instructors to become better teachers • There are various forms of ICT which can be used in education.
