Construction Site BMPs Are Detailed in Section 6 of the Storm Water Data Report Section 6 of the Storm Water Data Report is separated into three distinct parts, as follows: • The Construction Site BMP strategy • Quantity and cost information • Documentation of Construction Division’s concurrence 4
What is a Construction Site BMP Strategy? • It is a discussion of the selected Construction Site BMPs in a short narrative • The level of detail will be different during the following phases: • Project Initiation Document (PID) • Project Approval/Environmental Document (PA/ED) • Plans, Specifications & Estimates (PS&E) 5

How Do You Develop the Construction Site BMP Strategy at the PID Phase? • Use Section 2 (“Selecting/Implementing Construction Site BMPs”) of the Construction Site BMPs Manual to identify BMPs for the project. • The level of detail should include BMP categories to be implemented. • What is an acceptable strategy at the PID phase? At the PID phase, the strategy should be very general. Give a list of BMP categories to be implemented. 10

Document Construction Division’s Concurrence PID Phase On July 21, 2005 a memo was received from the designated Construction representative (I.M. Concurring), concurring on the Construction Site BMPs strategy for this project. July 31, 2005, memo (I.M. Concurring) Acquire the Construction representative’s concurrence with Section 6, and document it in the narrative. 12
Include an Estimate of Quantities and Costs PID Phase • As outlined in appendix F of the Project Planning and Design Guide, the percent of total cost method was used for estimating the cost of Construction Site BMPs. • At this time no Construction Site BMPs have been designated as separate bid line items. • This project will require a storm water pollution prevention plan (SWPPP). Construction Site BMPs will be incorporated into the project. • The costs to prepare the SWPPP and implement the Construction Site BMP work are estimated at 2% of the entire construction cost. See the storm water BMP cost summary (supplemental attachments) for specifics concerning costs. Indicate the method of BMP quantity and cost estimates used in the narrative, and reference the storm water BMP cost summary. Include it as a supplemental attachment. 13

How Do You Develop the Construction Site BMP Strategy at the PA/ED Phase? • Use Section 2 (“Selecting/Implementing Construction Site BMPs”) of the Construction Site BMPs Manual to identify BMPs for the project. • The level of detail should include BMP types to be implemented. • What is an acceptable strategy at PA/ED? At the PA/ED phase the strategy should become better detailed than in the PID phase, describing types of BMPs typically used on projects with a similar scope and range of construction activities. 18
How Do You Deal with Complex Projects at the PA/ED Phase? • While not technically required, use the Construction Site BMP Consideration Form to aid in the selection of BMPs. • Use the appropriate parts of Checklist CS-1, as instructed by the form. • Develop a BMP strategy (types) from Checklist CS-1, Parts 1 – 6. 19

Document Construction Representative Concurrence PA/ED Phase On October 31, 2005 an e-mail was received from the designated Construction representative (Mina Changes) concurring on the Construction Site BMPs strategy for this project. October 31, 2005, e-mail (Mina Changes) Acquire the Construction representative’s concurrence with Section 6, and document it in the narrative. See Reference Material Tab Page 22 23

Example Strategy Construction Site BMP Strategy PS&E Phase The Construction Site BMP strategy for this project shall consist of the following for soil stabilization and sediment control. Perimeter Controls shall consist of silt fence placed at the toe of all embankment slopes and gravel bag berms shall be placed along the construction pad above Smith Creek. Contour grading of slopes shall include surface roughening by walking the slopes with tracked equipment. Immediately thereafter, slope interruption devices such as fiber rolls shall be installed and soil stabilizer shall be hydraulically applied.
