THE PURPOSE STATEMENTOF REFORM: HB 1209 “…to provide students with the opportunity to become responsible and respectful global citizens, to contribute to their economic well-being and that of their families and communities, to explore and understand different perspectives, and to enjoy productive and satisfying lives.”
Student learning goals Read with comprehension, write with skill, and communicate effectively and responsibly in a variety of ways and settings Know and apply the core concepts and principles of mathematics; social, physical, and life sciences; civics and history; geography; arts; and health and fitness Think analytically, logically, and creatively, and integrate experience and knowledge to form reasoned judgments and solve problems Understand the importance of work and how performance, effort, and decisions directly affect future career and educational opportunities
HB 1670 RCW 28A.410.043 • A school counselor is a professional educator who holds a valid school counselor certification as defined by the professional educator standards board. • The purpose and role of the school counselor is to plan, organize, and deliver a comprehensive school guidance and counseling program that: • personalizes education • supports, promotes, and enhances the academic, personal, social, and career development of all students • And is based on the national standards for school counseling programs of the American school counselor association.

EVALUATING Data • WHAT IT IS: • Small groups of students with an advisor-educator • Keep same group until graduation • RESOURCES: • Gr 6-12 curriculum • Videos • Professional development training materials • BEST PRACTICE: • Advisories meet 2x per month or more • Advisors use Navigation curriculum • WHAT IT IS: • Paper or electronic collection of student work • Organized by 3 ASCA areas: Academic, Career, Personal/Social • RESOURCES: • Portfolio how-to • Curriculum organized around 3 ASCA areas • BEST PRACTICE: • Each student keeps a portfolio and uses it for student-led conferences • WHAT IT IS: • Annual conference led by student • Focuses on 3 ASCA areas: Academic, Career, Personal/Social • RESOURCES: • Curriculum provides all materials to plan conferences • BEST PRACTICE: • Each student holds a conference each year and uses the conference to register for next year’s courses • WHAT IT IS: • Students are encouraged to take “gatekeeper” courses • Course schedule is based on students’ requests • RESOURCES: • Scheduling how-to • BEST PRACTICE: • Each student obtains the courses selected and is supported to succeed in those courses • More students take gatekeeper courses • WHAT IT IS: • Information about student outcomes • Collected by each Navigation school • RESOURCES: • Data Collection templates on web • BEST PRACTICE: • Each school submits data each year • Navigation is improved based on what we learn
NAVIGATION 101 ONLINE • New partnership with Envictus will lead to online system • Will allow students to test their postsecondary knowledge and develop individualized plans
Navigation 101 & CTE • Navigation 101 helps students explore their interests and learn how to prepare • CTE is a “best fit” within Navigation 101 advisory lessons • Navigation curriculum is being upgraded to strengthen integration with CTE: • Offer CTE alignment within ASCA standard areas • Fully integrate HS & Beyond Plan with CTE Program of Study so students need only one plan • Add more information on secondary and postsecondary CTE options • Expand information on career clusters • Coordinate with skills centers
COLLEGE SPARK SUPPORT • College Spark Foundation supported Sparking the Future college prep lesson plans • New, $9.5 million College Spark grant will allow low income districts to expand Navigation
CSCP PREMISES • Guidance and counseling is a program • Programs are developmental and comprehensive • Programs feature a team approach • Programs are developed through a systematic process • Programs have established leadership
CSCP ROLE • CSCP is like any other academic subject • Planning is a skill – requires focus and practice • Must have materials and standards • Linked to school improvement process
CSCP BENEFITS • Stronger academic performance • Engaged families • Increased relevance of school work • Better connections to postsecondary and community
CSCP OUTCOMES • Students earn higher grades • Their education better prepares them for the future • They have positive relationships with teachers • Their schools have a more positive climate • They feel safer in school • Counselors spend more time with students, parents and teachers

Why the ASCA National Model? • More time with students - Less time with paperwork • More time spent on counseling - Less time spent on non-counseling duties • More comprehensive programming – a focus for the program - Less “random acts of guidance” • Better results for all students • It is the “right thing to do for students”

OVERCOMING TRADITION • Embed your current approach to program and services delivery within the comprehensive program
RECKON WITH CHANGE • Realize that change is not a one-time event but continuous • Districts and schools must build in sufficient time and other resources to support the change
FOCUS ON TIME-ON-TASK • Write down the program! • Calendar planned activities and services covering the four components • Streamline school counselor involvement in inappropriate tasks • Displace inappropriate activities
