Technology Area Focus • Lack of a clear focus on the identified technical area (e.g. hydrogen, bioenergy) as the main priority, resulting in poor alignment with the call. • Poor demonstration of innovation and understanding of state-of-the-art. • Poorly constructed consortium and poor credibility of proposers’ resources.
Budgets, Targets and Objectives • Budgets that are not justifiable or appear excessive to deliver the project, leading to a judgement of poor value for money • Lack of clear objectives, numerical development targets and review criteria. • Need to provide numerical development targets and review criteria
Previous work • Lack of experimental or other data as evidence of the current status of the proposers’ technology or their achievements to date. • Failure to demonstrate prospects of a clear route to commercial exploitation and industrial benefits arising.
Feedback, risk and costs • Failure of full proposals to address Assessors’ comments on the outline. • Failure to demonstrate a good understanding of the technical risks and a sound approach to risk management. • Errors in the financial cost tables
