Locational Data Policy - Introduction Typical URISA concerns: • Nonexistent national geospatial standards • Not enough funding on any level • GIS on federal level is mission-based, not objective based • Lack of coordination • Federal agencies don’t know what each other has planned for GIS • Federal agencies have an unfocused direction regarding GIS • Lots of talk,little leadership
Locational Data Policy - Background • EPA LDP published April 1991 • NSDI Established April 1994 • Region 5 LDP published April 1997 • NIPC Briefs R5 on NSDI Node 1998 • LDIS Established September 2000 • LDIS White Paper published April 2002 • DIAWG Undertakes R5 Revision June 2003
Locational Data Policy – Region 5 Approach • Address issues with the current quality of EPA’s spatial data holdings • Address issues with EPA’s Metadata Policies contained in the 1991 LDP and the R5 LDP Secondary Address the full spatial data life cycle Secondary Provide a transition into the new R5 policy
Draft R5 LDP – Incorporates Spatial Data Life Cycle • Old policy focused on Data Collection Phase • Proposed policy focuses on: • Data Investment Planning Phase • QA / QC Planning Phase • Data Collection & Acquisition Phase • Data Processing & Documentation Phase • Data Storage, Access & Security Phase • Data Maintenance & Retirement Phase
Proposed LDP Addresses Quality Issues • 1.3 M locational values of known Q in LRT • Mean Accuracy of 1.3 M values ~ 1800 m • About 200 K values = 11000 m accuracy • 3% of spatial data meets 25 m goal • Eliminating inaccurate data > 1000 m yields mean accuracy of ~ 200 m • Proposed R5 LDP maintains 25 m goal but establishes a minimum quality standard of 1000 m
Proposed LDP Addresses Metadata Policies • MAD(method, accuracy, description)codes used today are based on the 1991 LDP • Current MAD codes are not consistent with FGDC Metadata Standards • Ex Order 12906 and Cir A16 require Fed agencies to follow FGDC standards • Proposed R5 LDP achieves compliance with FGDC minimum metadata requirements
Spatial Metadata Guidelines Developed • Proposed R5 LDP is supported by Spatial Metadata Guidelines • Guidelines focus on minimum FGDC content - Adds new MAD-eXtended codes • Adds 59 new fields to the 5 required MAD fields • Provides tools and support to assist in implementation
