Chapter 33 Eligibility Active Duty completed after September 10, 2001: • 36 months • At least 30 continuous days and discharged due to service-connected disability • 30 to 36 months • 24 to 30 months • 18 to 24 months • 12 to 28 months • 6 to 12 months • 90 days to 6 months % of Maximum Benefit payable 100% 100% 90% 80% 70% 60% 50% 40%
Post 9/11 Basics (as amended)(Chapter 33) • All public school in-state tuition and fees; this includes graduate training • Private institutions / foreign schools, the tuition and fee reimbursement is capped at $19,198.31 annually • Books, up to $1,000 per year ($41.67 per C/H at 100%) • Housing allowance equivalent to DOD BAH – E5 W/dependents (school's zip code, % based on enrollment level) • Reimbursement is now available for multiple Licensing and Certification Tests • Reimbursement is now available for fees paid to take national examinations used for admission to an institution of higher learning (e.g. SAT, LSAT, ACT, GMAT, etc) http://www.gibill.va.gov/GI_Bill_Info/CH33/Post-911.htm
If you are training at greater than ½ time your housing allowance is now prorated according to the training time you are enrolled in, i.e. full housing allowance for you is $1000, you are attending ¾ time - your housing allowance would be $750 (¾ of $1000) • Housing allowance is now payable to students enrolled solely in distance learning, the housing allowance is ½ the national average BAH for an E-5 with dependents (the rate would be $714.50 for 2013) • Non-college degree programs, on-the-job training, and flight training programs are now covered under the Post-9/11 GI Bill • The book stipend is now payable to active duty members and their spouses.
Yellow Ribbon Program • Primarily used when charges exceed state cap (private IHL, grad. students, non-residents) • VA will match dollar per dollar if school waives portion of excess of remaining bill • Intended to pay for costs not covered by basic payment • Student must meet 100% eligibility for Chapter 33 • Limited availability • School is not required to participate in YRP • Veteran will be responsible for any remaining costs • A list of participating schools can be found on the VA web site: http://www.gibill.va.gov/GI_Bill_Info/CH33/YRP/YRP_List.htm
Applying for Chapter 33 • New applicants complete a VA form 22-1990 or online using VONAPP • Dependents apply via VA form 22-1990e or online using VONAPP • Benefit starts August 1st 2009 • VONAPP Link: • http://vabenefits.vba.va.gov/vonapp/main.asp
Transferring Benefit to Spouse • DOD/PSC determines eligibility • Paid at transferor’s rate - Cannot be paid housing allowance if the transferor is on active duty when the spouse is receiving benefits • May use after transferor completes 6 years in Armed Forces, must complete an additional 4 yrs of service. • Can, unless the transferor revokes transfer, continue to use benefits if divorced after the transfer • Can use benefits up to transferor’s 15-year eligibility period expires unless transferor specifies an earlier ending date • Under law, benefits are not marital property and are not subject to division in a divorce or other civil proceedings Transfer link: https://www.dmdc.osd.mil/TEB/
Transferring Benefit to Children • Must be transferred to an unmarried child who has not reached the age of 18 or, if in school, before child is 26 years of age (must be in DEERS) • May use after transferor completes 10 years in Armed Forces • To commence training, child must have– • attained age 18; or completed requirements of secondary school diploma (or equivalency certificate) • Receives veteran rate, including housing allowance & book stipend, even if transferor is on active duty • May use until age 26 – even if transferor’s 15-year eligibility period ended • May continue to use benefits after marriage (unless transferor revokes)
Credit for military experience • Joint Service Transcript (JST) • JST will list all military training recorded in Direct Access (DA) – ensure DA is updated • https://jst.doded.mil • Can request an official military transcript be forwarded to a college.

Grants (more money) CGMA SUPPLEMENTAL EDUCATION GRANT Up to $250.00, reimbursed for books, fees, study guides • Available for dependants • First undergraduate degree, VoTech Certification or GED • Also available is CGMA Education loan up to $2,000.00 . CG Foundation Grant • CG Foundation grant provides up to $750.00 grant to reimburse Enlisted member pay-grade E-3 thru E-9. • Available to Reserve members (E-3 –E-9) on A/D for 1 year or more. • Reimbursement can be requested for any education related expenses: tuition, books or fees.
CG Tuition Assistance (TA) • In accordance with ALCOAST 175/13 CG TA is not available for Reserve members in a regular drilling status. • CG TA is available to Reserve members on long term orders greater than 180 days.
