The Rugg Review Key Themes: National Register of Landlords AST threshold increased to £100,000 Written tenancies Full regulation of letting and managing agents NLA were invited to sit on three of the four Department of Communities and Local Government (CLG) Working Groups since the consultation We have been asked to sit on the Taskforce which will take the current plans through to final proposals before being laid before Parliament
Local Housing Allowance (LHA) • Significant progress has been made. • The Department for Work and Pensions Select Committee has conducted an inquiry into LHA • NLA has met with the Minister to push for full review on the effectiveness of LHA • Government has published a consultation on the future reform of Housing Benefit • Conservative Party pledge • Conservative’s will allow tenants the choice to have LHA paid directly to their landlords
LHA Campaign September 2009 – February 2010 • NLA calling on government to: • Initiate automatic payments to landlords after 1 months arrears • Ensure housing benefit teams effectively engage landlords • Produce clear guidance for local authorities use of vulnerability criteria • Allow tenants to choose for direct payments to landlords---------
Houses in Multiple Occupation (HMOs) Hot topic due to Secretary of State With a focus on studentification 8000 wards In England, only 59 have Student Households which comprise 10% or more of the local population. Government changes to HMO Planning Rules 1.4.10 All HMOs to require planning permission After a “material change” HMO License renewal 5 year licenses will start to come up for renewal in the next few months and we are concerned as to the level of renewal fees
Water Billing • Could hit landlords hard • Water Companies can’t cut off supply like electricity or gas companies • Water companies trying to plug £0.5billion debt • Suggested that landlords should have to pick up their tenants unpaid water bills • NLA in discussions with Government and Water Companies • Ensuring landlords do not get left with the bill • Get your paperwork in order now
