DEVELOPMENT PROPOSAL PROCEDURES Jacqui Loughrey
LEGISLATION Article 14 of the Education and Libraries (Northern Ireland) Order 1986, as amended
CIRCUMSTANCES REQUIRING DEVELOPMENT PROPOSALS • to establish a new grant-aided school; • to have an existing school recognised as a grant-aided school; • to discontinue an existing grant-aided school; • to make a significant change in the character or size of a grant-aided school; • to make any other change which would have a significant effect on another grant-aided school.
CONSULTATION Prior to publication of the Development Proposal • the Sponsor must consult with Boards of Governors, parents and teachers • Education and Library Board must consult with all schools likely to be affected by the proposal
STATUTORY DEVELOPMENT PROPOSAL PROCEDURES • provide for a 2-month objection period • all views and objections are given careful consideration
DECISION Minister considers all Development Proposals Decision based on, for example:- • education merit • impact on neighbouring schools • views of ETI • evidence of consultation • representations made during 2-month period
ISSUES Clear need for - strategic planning and management • new thinking • radical solutions
CAPITAL ALLOCATION PROCESS Sean Johnston
Procurement Routes • Conventional: Design – Bid – Build, with DE providing the capital funding. • Design & Build: Involvement of contractor in design and building of school. DE provides capital. • Public Private Partnership: Private sector provides funding, designs, builds and operates the school for 25 years.
Overview of Key Steps • School Authorities identify need for major capital investment. • DE assesses need and allocates priority – only Categories 1 – 3 are considered for capital funding. • Capital Priorities Planning List is published on DE website in July each year. • Options for each Cat. 1 – 3 scheme identified and economic appraisal(EA) completed – EA has to be approved by DE, in the case of the ELB’s and written by DE in all other cases. • Publish Contenders List. • Allocate funding.
Definition of Categories * Category 1: Substantial unmet demand caused by insufficient places to accommodate pupils at suitable schools in a defined area. * Category 2: Rationalisation proposals which provide for replacement of sub-standard accommodation & which is essential to effect the rationalisation. * Category 3: Schools that suffer significantly from several serious accommodation inadequacies. * Category 4:Schools with general sub-standard non-specialist accommodation including post-primary schools with a shortfall in PE facilities. * Category 5: Overcrowding and undue reliance on temporary accommodation not considered to be sub-standard.
Timetable • 30 June: School Authorities Notify Department of their priorities. • 31 July: Department publishes Capital Priorities Planning List. • 1 October: Cut-off date for publication of Development proposals for schemes due for capital funding. • 31 October: Cut-off date for submission of economic appraisals from ELB’s. • 31 January: Cut-off date for schemes to meet criteria for Contenders List (includes EA’s written by DE). • February: Publish Contenders List. • February/March: Publication of Capital Allocations.
Criteria to be on Contenders’ List • Have an approved economic appraisal. • Have an approved Development Proposal, where required. • Have a site, or acquisition of the site virtually complete.
Prioritisation of Schemes • CONDITION – Physical state of the school and reflects the degree and extent of deficiencies, including structure and health & safety. • SUFFICIENCY - Largely dealt with through Cat 1 & 2 prioritisation – but also includes consideration of the number of mobiles. • SUITABILITY – Refers to appropriateness of facilities for teaching and learning. • Prioritisation carried out with input from technical advisers and Education & Training Inspectorate.

Key Strategic Issues • Managing the whole schools estate – not just the exceptions on the Capital Priorities Planning List. • Increasing investment (especially PPP) - embedding the existing pattern of provision. • Speeding up Procurement and improving value for money. • Demographic decline/rationalisation/unfilled places. • Statutory obligation to support & facilitate and encourage integrated & Irish-medium education (extra provision) whilst demand in other sectors decline. • Building Handbook Standards – curriculum, ICT, better design opportunities.
