Elements of healthcare reform members of the TriCaucus have identified as priorities are: • A public health insurance option that is universal and includes mental and dental health services. • Strengthen prevention and community-based health promotion. • Addressing cultural and linguistic concerns such as credentialing for medical translators. • Comparative Effectiveness Research and clinical trials must also - whenever possible - include racial and ethnic diversity to find out effects on a broad range of groups.

Prevention and Public Health (H.R. 3090) • Environmental Justice – codify EO 12898 and implement recommendations of EPA Inspector General report to ensure that EPA is assessing and responding to disproportionate environmental health threats in vulnerable communities • Health Empowerment Zones – locally-focused initiatives that stimulate and seed coordinated, comprehensive health promotion and community capacity-building. • Community-Based Practice – Codifies the Centers for Disease Control and Prevention’s Racial and Ethnic Approaches to Community Health (REACH) program, which provides grants and assistance to communities in mobilizing and organizing resources to eliminate inequities in health and healthcare. • CBO Scoring of Prevention - require the Congressional Budget Office to incorporate the health care savings associated with reduced chronic disease burden due to clinical and community preventive services and programs when formulating its health care cost estimates.
