  2. Outline • ERP-O Definition • Mission • Purpose • Components • Tools / Products • Analysis / Impact

  3. ERP-O Definition • Definition • Mission Environmental Restoration Program Optimization (ERP-O) Definition: 119 RPO and 32 LTMO Visits Since 1999 • Environmental Restoration Program Optimization (ERP-O) is a comprehensive and systematic review of an installation’s past, current and planned cleanup activities whose goal is to ensure protection of human health and the environment over the entire restoration life-cycle at minimal risk and optimal costs. • Purpose ERP-O Foundation • Tools / Products • Components • Analysis/ Impact ERP-O provides all the needed tools to manage risk and complies with AFSO21 3

  4. ERP-O Mission & Vision • Definition • Mission • ERP-O Mission • Maximize the effectiveness and minimize the financial liabilities and environmental footprint of the USAF restoration program through competent technical leadership and guidance • Purpose • Tools / Products • Components • Analysis/ Impact • ERP-O Vision • Be the USAF Environmental Restoration Program preferred, efficient and reliable optimization source 4

  5. Why are we doing this? • Definition • Mission • President’s Management Agenda (Section 5, 2002) directed all Federal Agencies to focus on performance, ensuring programs are evaluated to determine if their funding is actually accomplishing the intended goals • Management Guidance for Defense Environmental Restoration Program (DERP), Sep 2001, mandates continuous reviews of response actions, ensuring protectiveness and optimization of remedial actions • Management Guidance for the Air Force Environmental Restoration Program, Feb 2003, requires annual optimization reviews for sites with an installed remedy • Optimization directed by SAF/IEE memo, Air Force Cleanup Program Performance-Based Management Policy, 27 Oct 04 • Implementation of the RPO Policy directed by USAF/ILEV memo, Remedial Process Optimization (RPO) Policy, 5 Mar 05. • AFI 32-7020 will require RPO • Purpose • Tools / Products • Components • Analysis/ Impact Bottom line: ERP-O is an AF and CMS Requirement 5

  6. ERP-O - Components • Definition • Mission • Environmental Restoration Program Optimization encompasses 3 environmental program processes • Investigation Process Optimization (IPO) • Remedial Process Optimization (RPO) • Technical Assistance Visits (TAV) • Purpose • Tools / Products • Components • Analysis/ Impact 6

  7. ERP-O- Roles & Responsibilities • Definition • Mission • Purpose • Tools/ Products • Components • Analysis/ Impact • AFCEE/CMS • define the strategic requirements • provide funds as required • AFCEE/TDV • Provide technical leadership and management • Conflict of Interest Free (COIF) contractors • Coordinate the visits • Prepare reports for CMS/TDV • Track the recommendations • A&E contractors • Provide logistical support, technical assessment, and report preparation • Last, but not least, the role of the Bases and RPMs is important in the overall ERP-O process • Provides key corporate knowledge 7 7

  8. ERP-O -Tools/Products • Definition • Mission • Remediation Risk Management Tool • Sustainable Remediation Tool • Well Optimization/Management Tools • WWW.ERP-O.ORG Portal • Conceptual Site Model (CSM) • PBC Tool • Environmental Decision Information Tracking Tool (EDITT) • System Inventory • Performance Tracking Tool • Decision Document Inventory • ERP-O Tracker • Site Inventory • RPO Recommendation Tracking Module (R2TM) • LUC/IC Inventory • TI Waiver Questionnaire • Purpose • Tools/ Products • Components • Analysis/ Impact

  9. ERP-O Portal- Includes R2TM • Definition • Mission • Purpose • Tools/ Products • Components • Analysis/ Impact • ERP-O Portal • Provides use of management and communication tools for a diverse and diffuse AFCEE ERP-O Team, including scheduling and file transfers • This is the only place where the working current schedule resides 9 • Provides one stop shop for ERP-O recommendations and quantifies value added • Recommendations from RPO visits are tracked on this matrix • Provides value-added results from ERP-O Reviews in the form of reduced life cycle cost, risk, and duration • RPO Recommendation Tracking Module (R2TM)

  10. Remediation Risk Management • Definition • Mission • Remediation Risk Management Tool • Evaluates programmatic, technical, and regulatory risk and generates a risk profile and risk score • Can be used to compare changes in risk over time • Tool has user friendly interface driven by drop down boxes • Purpose • Tools/ Products • Components • Analysis/ Impact • Tool will be included in RIPS/EDITT

  11. Sustainable Remediation • Definition • Mission • Sustainable Remediation Tool (SRT) • Aids environmental professionals in incorporating sustainability concepts into their remediation decision making process • Purpose • Helps plan for the future implementation of remediation technologies at a particular site • Evaluate optimization of remediation technology systems already in place • Compare remediation approaches based on sustainability metric • Tools/ Products • Components • Analysis/ Impact

  12. Environmental Decision Information Tracking Tool (EDITT) • Definition • Mission • Why EDITT?... Business Processes • Only AF enterprise database that captures remedial system type, cost and performance • Purpose • Tools/ Products • Components • What?... Data • System & Technology Inventory and Performance Data • System capital construction data • System O&M cost, life-cycle, legal drivers • Decision document inventory • Analysis/ Impact • Results • Better understanding of the number and type of remediation systems, when they were installed, and the O&M cost for each system • Technology trend towards more energy efficient technologies; away from the more active and longer life-cycle technologies 12

  13. EDITT Land Use Control / Institutional Control (LUC/IC) Inventory • Definition • Mission • Includes annual reminder of LUC/IC requirements • Meets required reporting and O&M requirements • The LUC/IC Inventory is available in EDITT as a single web page with the following input: • Purpose • Tools/ Products • Components • MAJCOM & Installation • Site ID (AFRIMS) • LUC/IC ID • Type and Classification of LUC/ID Matrix affected • Acres impacted • Current and Future Land use • LUC/IC Objective/goals • O&M requirements (activities and frequency) • LUC/IC Termination Criteria • LUC/IC Termination Date • OPR & POC • OPR and POPC Contact Information • Analysis/ Impact LUC/IC Module Includes Inventory Graphics* *Notional (Module by June 2009) 13
