Public Protection • Child Abuse Team • All investigations of: • Sexual abuse of a victim (U18) • Physical and emotional abuse / neglect where the offender is a family member (excluding a sibling for physical abuse) or is in a position of trust • Retention of the investigation of any online offences identified during the investigation of the above offences • Safeguarding of all children involved in the above offences • Domestic Abuse Team • All Domestic Abuse linked crime up to attempted murder as defined by the DA definition • Safeguarding high and medium risk victims • Offender Management of a cohort of DA perpetrators • Vulnerable Adult Team • All crime as defined by the definition and remit • Safeguarding of the above victims • Sex Offender Manager • Management of all Registered Sex Offenders • OCSET • Investigate online sexual offences whereby the identity of the victim is unknown Public Protection • CRU • Co-ordinate referrals • Conduct initial strategy discussions with partner agencies • Attend case conference (where necessary) • Conduct Intelligence / background checks • Process disclosure / information sharing requests • CSE Team • Management of CSE victims / offenders / locations for the force • Review of CSE cases, developing investigation strategies and assisting with primary tasks where possible • Sexual Offences Team • (excluding DA, VA and CA as defined by their relevant definitions and remits) • All adult sexual offences • 24 Hrs STO cover
Domestic Abuse (DA) Team - Overview Domestic Abuse (DA) Team • The Domestic Abuse team will be centrally managed and located on each LPU with the exception of BE & BN and CV & SH where the DA team will be clustered and service both LPUs • Domestic Abuse teams are aligned to the Child Abuse Team structure
Domestic Abuse Team - Structure Domestic Abuse (DA) Team • Each DA team consists of: • DA Investigators • DA Safeguarders • DA Offender Managers • The clustered DA team at BE/BN and CV/SH will have an additional Inspector to oversee both CA and DA on these LPUs Will form the DA Protection Team
Domestic Abuse (DA) Team - Overview Domestic Abuse (DA) Team • The DA team will: • Investigate all DA related crime regardless of crime type or risk grading (with the following exceptions): • The victim is 16/17 years old and has been the victim of a domestic related sexual offence (the presumption is that Child Abuse (CA) will lead the investigation) • The victim is a vulnerable adult as per the ‘no secrets’ definition (the presumption is that the Vulnerable Adult Team (VAT) will lead the investigation)
Domestic Abuse (DA) Team - Overview Domestic Abuse (DA) Team • In addition: • DA Safeguarding officers within the Domestic Abuse Protection Team will offer support and advice to medium and high risk victims of domestic abuse • In some circumstances, investigation officers will assist with safeguarding tasks • DA Offender Managers within the Domestic Abuse Protection Team will robustly manage a cohort of high risk repeat DA offenders • LPUs will continue to provide initial response and conduct the primary investigation
Domestic Abuse Team - Definition Domestic Abuse (DA) Team Definition • The new definition of domestic violence and abuse now states: • “Any incident or pattern of incidents of controlling, coercive or threatening behaviour, violence or abuse between those aged 16 or over who are or have been intimate partners or family members regardless of gender or sexuality”. • This can encompass, but is not limited to, the following types of abuse: • Psychological • Physical • Sexual • Financial • Emotional
Domestic Abuse Team - Priorities Domestic Abuse (DA) Team • The priorities of the police service in responding to domestic abuse are to: • Protect the lives of both adults and children who are at risk as a result of domestic violence • Investigate all reports of domestic abuse • Facilitate effective action against offenders so that they can be held accountable through the criminal justice system • Adopt a proactive multi-agency approach in preventing and reducing domestic abuse
