Increases are hurting our economy • Electricity (standard offer) • May 2003: 4.7 cents per kWh • Jan 2006 (filed): 10.0 cents per kWh • Increase of 5.3 cents per kWh • That is an 113% increase in commodity price in under 3 years • Additional $360 million a year out of RI economy

What we want for RI • Thriving energy marketplace • Substantial public-private program to advance the interest of Rhode Islanders • Increase the power of the customer and the focus on the customer • Increase the quality and quantity of our energy supply
What we want for RI • More tools and support for customer procurement, energy management, and price response • Energy price goals – rate of change better than peer states • Build capacity for sound energy policy making and implementation
What we want for RI • Pricing that sends better cost signals • Eliminate barriers to distributed generation • Renewable energy projects, not just a renewable energy standard • Strong agents to manage procurement portfolios • Educate and inform our community
