High-Tech Treks Global Positioning System at Livingston ESA Transportation
You can't build a reputation on what you're going to do. Henry Ford
Global Positioning System • The Livingston ESA Transportation Department • Why a GPS system? • System Features • System Cost • Implementation Strategy • Future Enhancements M
Livingston ESA Transportation • Key Statistics: • 3 Full Time Office Staff • 3 Mechanics • 50 buses (4 lift-equipped spares, 2 Head Start spares) • 44 drivers and 39 assistants • 900,000+ miles driven per year • 44 regular routes • 200+ extra runs and field trips driven per year E
Why a GPS System?…in summary • Improve Safety • 911 availability on all buses • Electronic management of fleet speeds and stop locations • Improve management and tracking of fleet operations • Real-time knowledge of entire fleet whereabouts • Analysis of route efficiency and reported time • Reduced claims of discriminatory management practices • Improve communication • Parents and staff will soon be able to see bus locations • Routers can minimize radio time • Improve administrative efficiency • Capture information electronically vs. manually M
Why a GPS System?…more on safety • In an emergency the exact position of a bus can be relayed to first responders, reducing response time • During inclement weather, drivers can be given specific warnings and advisories • Lost buses can easily be guided back on route • Buses can be guided around major accidents or police situations • In the event a bus breaks down, other buses can quickly and efficiently be routed to remove any remaining students and transport them to their destination M
Why a GPS System?…more on management • By using the history function, management can monitor the path traveled by each bus which in turn allows for a review of the run to verify that the actual route traveled is not only safe and appropriate, but matches the designed route • The system allows for monitoring of employee compliance with procedures such as railroad crossings, stop times, layover location and times • By having actual confirmation of when a route ends, a comparison of hours claimed on timesheets may be made • Actual speeds traveled can be measured against not only legal limits, but also against minimum speed expectations to identify instances where drivers slow down excessively to claim more time M
Digital Map Display • The system uses Microsoft Map Point as its map data and display system. • Anyone familiar with Microsoft Streets and Trips would immediately recognize this map, as well as most of the system controls. R
GPS FeaturesHistory Tracking • The system can display the entire route a vehicle has traveled within a definable time-line. • The server stores one year of data per vehicle. R
GPS FeaturesCurrent Position • Position Identifiers: • Indicates a vehicle in motion with the arrow pointing in the direction of travel • Indicates a stopped vehicle • Indicates a cell tower connection (when satellite links are not available) • Additional information about the vehicle is available by clicking on any position identifier R
GPS FeaturesCurrent Speed The information box provides the user with the current unit speed, as well as direction, data source, time, and nearest geocoded address. R
System Cost…so far • About $750 for 51 Nextel Phones • About $2,000 for 51 Housing Brackets & Wiring Harnesses • About $2,500 for a new Network Server • About $400 per month in net recurring service costs (after SE reimbursement) E
Implementation Strategy • Initial meeting with Sprint/Nextel on June 26, 2006 • Obtain Superintendent Support • Inform Board of Education • Order units • Installation by Agency Mechanics and I/T staff • Employee briefings • Press Releases • System up and running for the start of school! E
Future Enhancements • Addition of bar-code scanning units to track student utilization of transportation services • This is a major enhancement to administrative efficiency due to the elimination of daily attendance sheets that take the equivalent of four months for one staff person to process • Allows for “real-time” tracking of students • Implementation of web-based access for parents to see when the bus is near arrival M
