  5. III Battle for Ratification • Delaware 1st state to ratify, followed by NJ & PA • Virginia refused to ratify until Bill of Rights was added • Rhode Island was last to ratify

  6. IV. Bill of Rights • First 10 amendments • Protects American Rights
