WTCS Purchasing Consortium-Current Situation • Governance includes a representative appointed by from each of the 16 districts and State office • Makeup is from CIO, Purchasing and CFO’s • Chair is elected from within the Board – currently Mark Zlevor • Mike Carney is Vice Chair for State guidance & continuity • Old adage of a large group - If everyone is responsible, no one is • Confusion/overlap of Purchasing Consortium & Committee structure
WTCS Purchasing Consortium-Governance Proposal • Restructure the Board to include 5 individuals from the 16 districts to serve as directors • State Office position would be ex-officio director • Makeup would be cross functional • 1 CIO group representative • 1 ASC representative • 1 ISA representative • 1 District Dean of Learning • 1 Purchasing committee representative
WTCS Purchasing Consortium-Directors • Directors would be elected to 3 year, staggered terms. • Districts or individuals could nominate an individual fitting the required position as openings occur. • No district shall have more than one Director. • Each district would have one vote (by Purchasing Committee member) for each director position opening • Officers elected by the Board of Directors. • Officers would be Chair & Secretary (Secretary would fill in for Chair absences)
WTCS Purchasing Consortium- Role of the Board of Directors • Board of Director meetings (4 times/year) would be scheduled at beginning of each year. • BOD meetings would be followed by Purchasing Committee meeting • Role is to gather data, review, prioritize and advocate (within each representative’s respective group) system-wide efforts through Purchasing Consortium • Formal goal setting process • Assist in Professional development of individuals and organizations across all districts
WTCS Purchasing Consortium-Next Steps • Gain conceptual support of ASC • Gain support of Purchasing Consortium and Committee • Gain support of District Presidents • Draft revised Consortium By-Laws • Formalize with nominations/elections of directors.
