Vinyl 2010: an effective partnership in the area of industrial development Martyn Griffiths Communication and External Affairs Manager
Introduction • PVC: a widely used product with many intrinsic qualities • Durable, strong, lightweight, versatile • Applications save resources and energy • Promotes prosperity, quality of life and dynamism in society • The PVC Industry in Europe • Over 23,000 companies • 530,000 employees • Turnover more than 74 billion Euro
Towards sustainability • Government/Institutions • Help and encourage society advance towards sustainability (Johannesburg World Summit) • Create the right framework to allow enterprises to take up responsibilities • Enterprises • Bring long term value to society (create wealth make it possible to invest in health, education, environmental protection and welfare) • Accept responsibilities • Stakeholders • Stimulates and control • Active participation in the process
Vinyl 2010 • Vinyl 2010 is a concrete example of an effective Voluntary Commitment; a 10-year plan with defined targets and deadline to: • Minimize environmental impact of productions • Responsibly use chemicals (plasticizers and stabilizers) • Minimize environmental impact of products at the end-of-life • Continue to increase overall scientific knowledge • Set up management and financial schemes
Goals & Objectives • Vinyl 2010 approach is in line with the spirit of the Agenda 21 chapter 30 "Strengthening the role of business and industry". • social Responsibility • complete life cycle • commitment to transparency • EU enlargement
Goals & Objectives • Social Responsibility • Increasingly relevant in contemporary society • We believe industry Voluntary Commitments can play a central role in Corporate Social Responsibility • Necessary to effective progress on Sustainable Development
Goals & Objectives • Vinyl 2010 covers complete life cycle • Cradle to grave approach – It is (to our knowledge) the only Voluntary Commitment involving the entire upstream and downstream chain • Raw-materials • Additives • Converters
Goals & Objectives • Vinyl 2010was established by the four associations which represent the PVC industry in Europe: the European Council of Vinyl Manufacturers the European Plastics Converters the European Stabilisers Producers Association the European Council for Plasticisers and Intermediates
Goals & Objectives • With its 23,000 companies – overwhelmingly SMEs - Vinyl 2010 is a model for Corporate Governance • Converters embracing Sustainable Development is critical: • Backbone of the industry • Looking for information • Need encouragement • Heavy emphasis on communications
Goals & Objectives • Commitment to transparency • Aim for maximum dialogue and involvement with stakeholders and policy makers • IndependentMonitoring Committee, bringing together representatives from: • the European Parliament • the European Commission • Trade Unions • Consumers’ Associations • Working hard to include environmental NGOs
Goals & Objectives • Vinyl 2010 in an enlarged EU • We believe that VCs are an efficient way of transferring best practice to the East bypassing complex legislative process
Goals & Objectives • With reference to chapter V of JPOIVinyl 2010 has agreed a Social Dialogue Charter between industry and trade unions with the objective of raising health, safety and environmental standards to higher levels and harmonize sustainability goals also the new EU Member States
Partnership Outcomes • Resin Manufacturing • Compliance with ECVM Charters on VCM/S-PVC and E-PVC, setting voluntary severe emission standards • Contribution to the European IPPC Bureau discussions in relation to the BREF on PVC production • Additives • Responsible use of plasticizers, support studies and EU risk assessments • Phase-out of cadmium based stabilisers in 2001 in the EU15 • 20% reduction use of lead based stabilisers from 2000 to 2005
Partnership Outcomes • Waste management • Commitment on waste management (recycling to ultimate disposal) operating today through more than 20 projects covering technology, research, organisation (recycling schemes) and communication (best practice) • We are keeping our promises - having achieved our target of recycling 25% in 2003 up to 50% in 2005 of collectable, available PVC post-consumer waste from pipes and windows profiles • Mid-term review for the targets 2006-2010
Partnership Outcomes • Management and financial schemes • More than €20 million of investments over the last 5 years (~25 million USD) • Project funding of €4.4 million in 2005 (~5.5 million USD) • Annual Progress Report
Unexpected Challenges • Shortage of waste coming back to be recycled: • PVC products lasting even longer than expected • Accessing old products • PVC applications increasingly valuable for direct re-use
Future Challenges/ Next Steps • Drive to improve the eco-efficiency of PVC resin, plasticisers and stabilisers manufacture • Replace lead stabilisers by 2015 • Improve PVC waste management, boosting collection and recycling schemes • Implement mechanical and feedstock recycling technologies and options
