New NPAs less similar to existing than in other options
Rationale for Elimination of Option 2A • 0 + Dialing Problem • For a credit card call during the permissive period: • One can dial either: • 0 + (2) NPA - NXX – XXXX (Expanded format) or • 0 + NPA – NXX – XXXX (Existing format) • (Receives a prompt) + Credit card number • example: if original number was 202 345 9876 • Then during permissive time frame you can dial • 0 + (2) 202 345 9876 • or 0 + 202 345 9876 • A switch may think the first number is 0 220 234 5987 • There is no way to differentiate the old from the new

Rationale for Elimination of Option 4A • OPTION 4A - 4 DIGIT NPA WITH NEW “B” DIGIT • N(X)XX + XXX + XXXX • Rationale: • User Impact • Requires users to insert a digit in the middle of the area code • Regulatory Issue • Fails to address Canadian request for identification of unique geographic resources • NANP Exhaust Impact • Does not allow release of 80 N9X NPAs for immediate assignment since they are used for transition purposes
Rationale for Elimination of Steering Code Proposal • Steering Code Proposal • SC (2 Digit) + NPA + XXX+ XXXX • Rationale: • Transition Problem - 0+ Dialing is not supported • Dialing Problems • Requires a prefix in transition and also on an ongoing basis for inter SC dialing • Eliminates uniform dialing throughout the NANP • User Impact • No simple rule for transforming an old number to a new number • Requires users to learn new geographic segmentation post implementation • Code conflicts - conflict between SC's in the 00 to 11 range and the existing NANP prefixes (e.g., 00, 01, 101XXXX, etc.).
Additional Plans that were Eliminated • Approximately 20 additional proposals were considered. The following 4 examples represent other unique concepts submitted by the public: • Postalized Structure (ZIP Codes) - Two proposals were received recommending the use of U.S. postal zip codes as five-digit NPAs. • K Digit (eleventh digit) Service Identifier - This proposal was offered to resolve the problems associated with the increase in the number of NPA splits. A single NANP number which uses an eleventh digit to differentiate between services and/or applications e.g., home, office, fax, cellular, etc. • Non-Disruptive Plan for NANP Expansion - This proposed NANP Expansion Option uses five-digit NPA codes which, ultimately replace the existing three-digit NPAs. The two new digits are added after the existing NPA (i.e., NXX +XX).
