BACP Public Vehicle Division • License nearly 10,000 public vehicles in Chicago • Monitor activity of 6,800 licensed taxi cabs • Test and license 16,000 public chauffeurs • Oversee the issuance and transfer of 6,800 Taxicab Medallions • Conduct 19,500 public vehicles inspections annually • Track roughly 12,000 public vehicle consumer complaints yearly Draft IATR Taxicab Presentation 2012

Public Vehicle Reform • In 2012, Mayor Emanuel and Commissioner Krimbel reformed Chicago’s public vehicle ordinances. • The method: • Incentivesto modernize the fleet of cabs. • Incentives to increase the number of fuel-efficient and wheelchair-accessible vehicles for use by Chicago taxi riders. • Protections for Drivers and Safety for Passengers: Standardized leases, Drivers’ Bill of Rights, and mandated industry policies and policing. Wheelchair Accessible Vehicles If Licensee owns 20 or more taxicab medallion licenses, then 5% must be WAV’s -- One WAV for every 20 Medallion Licenses All WAV’s must register with centralized dispatch system Taxicab wheelchair accessible driver award: • OnlyWAV public chauffeurs are eligible to compete • One medallion awarded per year starting in 2013 Draft IATR Taxicab Presentation 2012

Authorized Vehicles, Equipment & Inspections BACP’s updated approved vehicle list is always available at: www.cityofchicago.org/bacp Minimum odometer reading for new vehicles being placed into service: 2012, less than 150,000 miles 2013, less than 100,000 miles 2014, less than 75,000 miles Age of Vehicle – NO MORE EXTENSIONS UNLESS WAV 4 years - 5 years – IF wheelchair accessible OR alternative fuel 6 years - IF wheelchair accessible AND alternative fuel Draft IATR Taxicab Presentation 2012

Licensees Need to Monitor Public Chauffeurs • BACP posts list of chauffeur licensees with suspended, revoked or denied licenses. • BACP posts list of chauffeur licensees with multiple cab complaints • Effective January 2013 - Duty to maintain real time records • Duty to have a policy to monitor hours public chauffeurs drive to ensure public safety if leasing for longer than 12 hours.
