2014 Subcommittee Activities • Subcommittee Meetings: April 23, June 17, Sept 16 • Professional Certification • June 2014 NGAC Meeting – Discussion of ongoing geospatial community dialogue on professional certification activities – presentation by Darryl Murdock (USGIF) • Standard Occupation Classification (SOC Codes) • June 2014 NGAC Meeting – Discussion with Pamela Frugoli (DOL) on SOC revision process • NGAC agreed on following action: • ACTION: The FGDC and the NGAC will provide input to the Department of Labor (DOL) by July 21 on the next round of revisions to the DOL Standard Occupational Classifications. • FGDC submitted NGAC input to DOL on July 21
Professional Certification • Conversations and cross-talk continuing • NGA – USGIF Certification Summit 22 SEP 14 • Multi-Organization Follow-up Meeting 8 OCT 14 • Will build on APR 14 session in Tampa • Seeks to identify common skill sets • Will raise idea of fresh look at GTCM
SOC Code Revisions FGDC submitted comments to DOL on July 21 transmitting NGAC feedback. Key Points: 1. Addition of Four New SOC Occupations - recommend the following geospatial occupations be added to the SOC system: • 15-1199.04 Geospatial Information Scientists and Technologists • 15-1199.05 Geographic Information Systems Technicians • 19-2099.01 Remote Sensing Scientists and Technologists • 19-4099.03 Remote Sensing Technicians 2. Review and Update of Surveyor Related Occupations - recommend formal review and updates to the following surveyor related occupations: • 17-1022.00 Surveyors • 17-3031.01 Surveying Technicians • 17-1021.00 Cartographers and Photogrammetrists • 17-1022.01 Geodetic Surveyors • 17-3031.00 Surveying and Mapping Technicians • 17-3031.02 Mapping Technicians
Updates - Pam Frugoli (O*NET/ Competency Assessment Team Lead, ETA/DOL) • Update of the Standard Occupational Classification: • Public comments regarding the SOC have all been received and will be reviewed by the SOC workgroups over the next several months. • Pam did not have specifics on what was received. • Refer to the latest information from the BLS SOC webpage http://www.bls.gov/soc/#revision
SOC Code Revisions • Timeline for the 2018 SOC Revision Process: • A multi-year process, during which the interagency SOC Policy Committee (SOCPC) will formulate recommendations for revisions that are submitted to OMB for consideration. For the 2018 revision, the SOCPC began planning in early 2012. • On May 22, 2014, OMB published a Federal Register notice announcing review of the 2010 SOC manual for revision in 2018 and soliciting public comment on the proposed revision of the 2010 SOC Classification Principles; the intention is to retain the 2010 SOC Coding Guidelines and 2010 SOC Major Group Structure; revise selected 2010 SOC with new detailed occupations. Comment period closed July 2014.
SOC Code Revisions • Timeline for the 2018 SOC Revision Process: • The SOCPC will send email confirmations containing a tracking/docket number for each public comment and begin reviewing all comments. • This process is expected to be available for public comment through a second Federal Register notice in spring 2015, followed by a second review period for the SOCPC. A third notice announcing the final 2018 SOC structure and occupation codes and titles is expected by spring 2017, then publication of the final 2018 SOC codes, titles, and definitions for implementation in reference year 2018.
Updates - Pam Frugoli (O*NET/ Competency Assessment Team Lead, ETA/DOL) • Last week DOL/ETA posted an updated Geospatial Technology Competency Model on the Competency Model Clearinghouse. • See: http://www.careeronestop.org/competencymodel/competency-models/geospatial-technology.aspx • The GeoTech Center took the lead on doing the work of canvassing the field and reaching out to subject matter experts to update the prior model.
Updates - Pam Frugoli (O*NET/ Competency Assessment Team Lead, ETA/DOL) • A geospatial case summary was also posted in May 2014 which mentioned NGAC work: • Using the Geospatial Technology Competency Model to Align Curricula with Workforce Needs: Dr. Don Boyes, a senior lecturer in GIS at the University of Toronto, is a believer in ETA's Geospatial Technology Competency Model (GTCM). In 2011, he successfully used the GTCM as a conceptual framework in his periodic curriculum review process. As a result of the 2011 analysis, Dr. Boyes was able to identify specific gaps in his GIS curricula, both for specialists and casual users. He plans to revisit this process in 2014.
