How can Florida improve the quality of care in ALF’s? • The nation’s elderly population is projected to increase (Stevenson & Grabowski, 2010) • Florida ranked amongst the highest for the ten most commonly cited ALF deficiencies • Investigative reports confirmed that Florida’s current ALF system is broken (S. Rep. No. 2012-28, 2011)

  4. Options for Reform: Government Oversight • National standards regarding laws that govern ALF’s (Street, Burge, & Quadagno, 2009) • Hasher penalties for violations • Improvement of the current inspection process (S. Rep. No. 2012-28, 2011)

  5. Options for Reform: Staff Competence • Higher education requirements for ALF administrators (Hassan & Arnetz, 2008) • Population specific training for all ALF staff (Alzheimer's, COPD, Diabetes, etc.) • Research has shown a correlation between staffing levels and abuse (Hassan & Arnetz, 2008)

  6. Options for Reform: Funding • Increased coverage of Medicaid and/or Medicare long-term care services for ALF residents (S. Rep. No. 2012-28, 2011) • Creation of state loan or grant programs to fund access to ALF’s
