Licence ICAO At its 36th session (September 2007), the Assembly endorsed “the concept of establishing licensing requirements for ATSEP” EASA OPINION NO 1/2008 OF THE EUROPEAN AVIATION SAFETY AGENCY (15 April 2008) on the“Extension of the EASA system to the regulation of Air Traffic Management and Air Navigation Services (ATM/ANS)” para. 61: …The related requirements shall therefore be enshrined in the rules to be adopted for the implementation of the extended Basic Regulation… …This can also be done through dedicated rules if it were envisaged to establish specific certification schemes for some of these personnel…
