  2. CEW System Comment Themes “Do not require collectors to transfer source documentation to recyclers. This is cumbersome and gives dual entities an unfair competitive advantage by revealing customers…” www.ciwmb.ca.gov

  3. CEW System Comment Themes “Requiring shipments of specific treatment residuals prior to filing a claim creates hardship when market demand fluctuates. This ignores the nature of a business dealing in internationally traded commodities…” www.ciwmb.ca.gov

  4. CEW System Comment Themes “The CIWMB should create a greater incentive for reuse by paying for the handling of CEW whether or not they are ultimately cancelled. Currently, CRT-CEWs are more valuable when cancelled than when reused…” www.ciwmb.ca.gov
