What is the Education Services Grant? • Replaced the Local Authority Central Spend Equivalent Grant (LACSEG) • Represents the average cost of services local authorities (LA) provide to maintained schools: • e.g. education welfare services • Set at £140 per pupil in 2014 to 2015 • includes nursery, post-16 pupils and pre-16 high needs and alternative provision places • includes a top up of £27 per pupil on the LA rate • plus protection against reductions from previous year’s funding • Consultation held in March 2014
2015 to 2016 ESG consultation • Intention to converge LA and academy national funding rates • What can be done differently? • What functions can be stopped completely?
ESG protection • Tapered protection • Those with ‘low’ ESG will not see a fall of more than 1% of their overall funding per pupil • Those with ‘high’ ESG (often through historic protection of high LACSEG) will not see a fall of more than 3% of their overall funding per pupil • Protection levels are academy specific, dependent on historic funding levels
ESG protection 2 14/15 Post-16 allocation Protection = loss at D cannot exceed x% of A on a per pupil basis. The rate for x% depends on how much B is: if B = £140 the rate is 1%; if B is more than £140, x% gradually increases. ESG protection – how is it calculated? • Special and AP providers will see a multiplier used for the £140 and £160 benchmarks
Example ESG calculation • Total 2014 to 2015 funding = £5,500pp (including school budget share, post-16 and ESG) • ESG = £140pp; 2014 to 2015 protection = £300pp; SENLACSEG = £25pp, giving a total of £465pp • Meaning a potential drop of (£140 - £87) + £300 + £25 = £378pp
