CSA Compliance, Safety, Accountability • Safety Measurement System (SMS) focusing on unsafe behaviors to reduce CMV crashes, injuries and fatalities. • Roadside violations and crashes are sorted into 7 behavior categories (BASIC’s). • Points are assessed to the carrier AND the driver! • DOT intervention if points get too high. • Carrier can receive unfit safety rating.

How Compliance Affects Your Loads • Tractor placed in hold status (unable to receive trip advances & not visible on available load board). • Load will be stopped in route if non-compliant issues disqualify the operator or equipment. • Load repowered if operator or equipment cannot satisfy non-compliant issues in a timely manner.
Equipment Compliance Periodic Inspections (120 Day) • Tractor or trailer on hold if past due. • Failed inspection stops load until repairs are made. DOT/MTO Roadside Inspections • Out of service (OOS) violations stop the load until: • Equipment repairs are made. • Driver violations have been corrected or OOS time met. Maintenance and Repair Reports (MR) • Tractor or trailer on hold if past due. • Will stop a load if MR is needed for roadside inspection.
Operator Compliance Truck on hold & stop load: • DOT Physical; cannot drive if expired • CDL; cannot drive if expired Truck on hold & stop hazmat load: • “H” Endorsement on CDL • Hazmat Certification Truck on hold: • Annual Review Stop load: • Passenger Waiver form
RandomDrug & Alcohol Testing • Operator must proceed immediately to collection site. • Delay only when necessitated by time sensitive load. • Test must be completed the day of notification. • Failure or refusal to test is considered a “positive”. • All positive results lead to immediate cancellation. • Load will be repowered. • Operator not allowed to requalify with Landstar. • Help us avoid untimely notifications: • Enter accurate detail on the load type. • Enter accurate status updates for time and location.
Hours of Service (HOS) • Must have a 10 hour break (off duty and / or sleeper). • Cannot drive after 11 hours of driving. • Cannot drive after 14 hours of work. • Work = on duty, driving, off duty, and sleeper less than 8 hours • Cannot drive after 70 hours in 8 days. • Includes on duty and driving time. • Can restart the 70 hours with 34 hours off duty / sleeper.
HOS Compliant Loads General Guidance For Planning Loads • Average 500 miles day; allow 10 hours rest for each day. • Use all fields available on load board (pickup / delivery windows) • Build in extra time for: • Loading / unloading delays • Roadside inspections • Random drug & alcohol tests • Major cities with known traffic congestion • BCOs should not accept loads they cannot deliver on-time. • BCOs need to communicate delays immediately to the agent. • Contact Customer Service to repower if delivery time cannot be changed. • Customers MUST understand HOS rules!

Status Updates/Check Calls • Data must be accurate • Date • Location • Event (delivery, arrival, etc.) • Time (local time based on event location) • Data must be confirmed with BCO, do not assume or guess load has been delivered
