CITY OF MESA FIRE DEPARTMENT
Fire Department Response Estimates • Over 53,000 incidents in 2007 • Approximately 145 total incidents dispatched per day • Approximately 75% EMS-related • 60% of EMS incidents require Basic Life Support (BLS) • 40% of EMS incidents require Advanced • Life Support (ALS)
Current Fire Department Resources Engines 19 Ladders 5 Stations 17 Firefighter Responders 324 (.7/1000 pop.) *All Engines and Ladders provide Advanced Life Support (ALS) services.
911 Incident Analysis • High Emergencies – Engines / Ladders • Low Emergencies – TRV • Social Service – Connector/CRT Volunteers • Service Calls – Service Truck Volunteers
Assume Responsibility • for Fire Dispatch and Deployment • Re-assign staff to provide supervision in the Dispatch Center • Provide training to improve EMS triaging • Update deployment and coverage management • Improve information provided to responders; e.g. MCT messages, call-back numbers • Re-invent dispatch data and reporting system
Emerging Issues • Increases in EMS service demand • Increasing occurrence of ALS incidents • Six stations with more than 5,000 calls • a year • Impact of aging population
Transitional Response Vehicle (TRV) • Responds to low-level emergencies • Staffed with one Firefighter Paramedic and one Firefighter EMT • Dispatched via GPS system • Responds within 5-mile radius of station • 5-6 minute response time • Located in areas of high BLS service demand
Advantages • Creates flexible deployment model • Manages highest service demand • Manages growth in service demand • Improves response times citywide • Improves availability for high-level Fire/EMS emergencies
Advantages • Manages call volume impact • Increases availability of ALS units • Improves ALS unit response times • Cost effective - Sustainability
Physician Assistant Option • Physician Assistant (PA) responds with TRV in place of Paramedic • Provides higher level of service • Relieves ER overcrowding • Improves ambulance availability • Encourages primary care physician • Allows cost recovery for PA services • Provides revenue to offset costs
Volunteer Response System • Responds to social service and other service calls • Connects customer to appropriate agency • Advantages similar to TRV program
