Vision • Improve the life of the common man leveraging the strengths of e-Governance • Attracting investment so that the educated youth contributes to the development of the State • Create a pool of highly skilled professionals who are at par with the best in the country • Transforming Resource based economy to Knowledge based economy
Advantage I.T. @ Madhya Pradesh • Presence of Progressive & stable leadership • IT Policy in place • NASSCOM AT Kearney Report reconfirms the Investment Destination as Madhya Pradesh. Indore has been declared as challenger, Bhopal and Gwalior as Followers. • Presence of STPI in Indore. Gwalior and Bhopal in Pipeline • 11 IT SEZs – “Formal approval” granted by BOA. [ 4 in Government and 7 in private sector] • Power to Industry through dedicated feeder; no power cuts for the industry • 6 basic service provider – BSNL, Reliance, Bharti, Vodaphone, Idea and Tata • Large network of Optical Fiber across the State (approx. 24000KM) • 2 International Airports coming up in MP • Road Infrastructure - 40,000 kms. built in last 5 years. All Divisional Headquarters will be connected to State Headquarters by 4 lane roads in next 3 years. • Presence of Institutions like IIITM, IIM, IIITDM, IIFM, Judicial Academy, NLUI, School of Good governance etc • The state has abundant resource of engineering graduates • Peaceful law and order situation • MP is home for everyone and nobody is considered outsider
Enabling Environment • Committed leadership for transforming the governance • Policy focus on e-Governance • All major departments have appointed CIOs / ACIOs and are trained regularly through NISG • 3% of the non salary expenditure of the State is mandated to be spent on IT • Computer application recognized or ‘O’ level certification from DOEACC prescribed as minimum qualification for class III recruitments • Introductory Training compulsory for all employees below 55 years by GAD order • Change management through training & capacity building • Excellent use of Video Conferencing by all departments for control and monitoring regularly • Annual IT Awards instituted in the State
Government Efficiency • Computerization has resulted in increased efficiency and reduced costs • In Jan shikayat nivaran department, implementation of samadhan on line has resulted in reduction of pendency from 59896 in 2005 to 632 in 2008 • Implementation of file monitoring system in Mantralaya has resulted in saving more than 30,000 man hours per year • Performance Management System in the Chief Minister's office has resulted in higher planned fund utilization • Video conferencing results in saving to the tune of Rs. 30 crores per annum 6
National e Governance Plan • In sync with NeGP. • The MP SWAN to be fully operational by end of October 2009. • Total 9232 CSC to be functional. Presently 5000+ CSC rolled out. The proposed project shall be fully operational by December 2009. • Data Centre is being established in Bhopal. DPR approved, building under construction. • Capacity Building Roadmap developed and being implemented. • Established SeMT • SSDG-DPR prepared, sanction from GOI received, consultant appointed and RFP under preparation. 7

Initiatives • First State in the country to have Cyber Treasury - has led to effective financial management • Project Krishinet is empowering farmers • Mandi computerization has helped farmers to make better informed decisions • Online transport department has led to better delivery of citizen services, like registrations and issue of licenses; better tax compliance hence increased revenues; effective tool for crime investigation; • e-Procurement system has been implemented with complete government backing • Computerization of Land Records

Initiatives …Contd. • Tele – Bhugtan - bill payment system implemented in distt Jabalpur • Child Record Information system implemented in Jabalpur Div. • GPS based Monitoring system for Jabalpur and Indore city buses • Automated Meter Reading (AMR) has been successful in saving pilferages • Forest stock maps on GIS platform; Fire Alert Monitoring system has set precedence in High tech IT application • Pattas under Tribal Rights Act made using GPS and GIS through PDAs
MPOnline…Official Portal of GoMP • Initiative to make citizens from inline to online • Joint venture company between GoMP and TCS • One Stop Window and integrated with other government departments • Delivery through more than 1200 Urban kiosks and about 2000 CSCs • over 63 services belonging to over 22 govt. departments • Forms (250+) of 37 departments made available • Key services include online application submission, fee payment and online counseling of Vyapam exams/ RGTU, Universities like Makhanlal, Jiwaji, Devi Ahilya etc. • Till date 16.28 lakh transactions amounting to Rs. 131.74 crores • No. of visitors on the portal 87.81 crores • Integration of CSCs to with MP Online. MP Online to open kiosks only in urban areas. • Trying to achieve the financial inclusion objectives utilizing CSC Network
OBJECTIVES ACHIEVED BENEFITS FOR THE GOVERNMENT • MPOnline has helped the Government of Madhya Pradesh in achieving its mission i.e. • Anywhere anytime Government services • Shift from Citizen In-Line to Citizen On-Line • Transparency between Citizen and Government • Reducing the delays in decisions • Reduction in transaction costs • Reduction in interface between Government & Citizen • An Opportunity for gainful Employment • Further, this has been achieved with: • No investment in infrastructure • No need to deploy and retain trained IT personnel • No cost for any government department

“Citizen Facilitation center” • First step towards the aim of creating a “Single Contact Number" (Help line no./ Toll free no. 155343) • The Contact Centre handles incoming and/or outgoing telephone calls, from/to the citizen for services provided on behalf of Government of Madhya Pradesh. • The “Citizen Facilitation Centre”, working on the principles of Public Private Partnership (PPP), started on 23rd August ‘08 with 25 active seats. • Departments that are providing Citizen Services, and presently there are twelve department with 30 seat. • Attending Minimum 800 to 1000 calls per day • More than 2.00 lakh calls received up till now

GIS Based Applications –UAD • VTMS is a state of the art information system for locating; monitoring and managing the public utility vehicles of Bhopal Municipal Corporation (BMC) • A web based software application integrated with GPS . • Includes garbage disposal vehicles, water tankers, fire tender vehicles and any other public utility vehicle (e.g. earthmovers, road rollers, JCBs, etc). • Till date implemented in 50 vehicle

Transport Department • Transport Department of M.P. is pioneer in using Information Technology for providing citizen centric services. • Computerisation in M.P. Transport started 7 years ago with issuance of smart card based Driving License and Registration Certificate • Gradually all the processes of Transport offices have been computerised and data has been made available through internet and SMS for access by citizens. • M.P. is the first state to provide value added services like "Online Tax Payment" and " Online Dealer Point Registration"
License Appointment and Application System Now an applicant can take appointment for the test and processing of application to get license from RTO. Applicant will fill the application form online and make payment for the same and select the date and time of appointment and he / she has to go to RTO office on the selected date and time. Applicant will make payment using the payment gateway of MPOnline Kiosk or by using net banking option of SBI. Data is then transferred to corresponding RTO to obtain the required services Dealer Point Registration System Dealer can get register vehicle from its own desk by using this system. Registration number will be allocated to vehicle at the time of registration after making a payment using SBI net banking account. Provisional Certificate of Registration will be handed over to owner of vehicle at the very same time Data is then transferred to corresponding RTO to obtain the required services Smart Card based Certificate of Registration will be dispatched to him via Registered post. Online Payment System Registered user can pay all type fees and tax online using this system Payment is made using net banking account of SBI User can get the print out of receipt after confirmation of payment from bank Data is then transferred to corresponding RTO to obtain the required services MIS Detailed MIS reports are in the system for decision making to the department Comparison reports for last 3 years are generated for Revenue, Certificate of Registration, Licenses Computerization @ Transport Department of Madhya Pradesh
Computerization @ Transport Department of Madhya Pradesh Tax Recovery Notice Generation Recovery Notices for vehicles who are tax defaulters are generated from Central Server Same notices are delivered to owners using postal service for recovery E-Sewa User can view the full details of Vehicle, Driving License, Learner License User can view his tax assessment chart and able to find the deficiency on a particular vehicle User can view the status of National Permit Draft submitted at Transport Commissioner office SMS Service User can send SMS at 53030in the format as “TD REG <REG NO>” and find the basic details of the vehicle Similarly, other command for finding the details as required by user on Driving License, Learner License, Permit, Fitness ect Smart Transport System This system is used for generation of end document at each of RTO The list of documents are as following Paper based Learner License Smart Card Based Driving License Smart Card Based Certificate of Registration Paper based Permits Paper based Fitness Certificate Paper based No Objection Certificate Paper based Cash Receipts
