  2. The Constitutional Convention (1787) WHY? “Let’s just simply change the Articles of Confederation!” “No my good man, let’s write a Constitution!”

  3. Who was there? • 55 delegates from the states met in Philly • George Washington (who was elected President of the Convention) • James Madison and Benjamin Franklin • Thomas Jefferson and John Adams were no-shows (diplomats in Europe)

  4. What the heck Rhode island? • Rhode Island refused to send delegates • Strong gov’t would hurt its trade • They wanted to keep the Articles of Confederation!!

Northern Southern 3/5 Compromise Three-Fifths Compromise Slaves should not be counted for representation in Congress because they can’t vote Slaves should be counted for representation, but not for taxes. Three-fifths of the slaves in a state would be counted for BOTH representation in Congress and for taxation.
