Institutional Problems • NASA: The Institutional Needs and Infrastructure to race to the Moon Yesterday vs. The Intuitional Needs and Infrastructure to Explore Space “purposefully and realistically” Today (in this budget environment) • DoE: The Institutional Needs for the “nuclear-centric” Cold War World of the 1960-1980s vs. The Institutional Needs for the “eclectic-centric” Global Warming World of Today and Tomorrow.   8. Change the Definition and Responsibilities • Weather (Civilian) Instruments and Missions—The US should maintain, within the US program, at least legacy capability! Problems: Mid-morning polar, Sea Surface winds, … Watch words: Robust, Reliable, and Executable. Examples, JPSS, GOES-R, … Budget: NOAA; Responsibilities: NOAA-NASA.
