Tasks for All Process Evaluations • Update program theory, document program activities, and compare program operation with theory. • Assess and make recommendations on program documentation and processes needed to support energy savings estimation. • Investigate barriers to program participation and other obstacles to program implementation. • Evaluate how the program meets SCE portfolio needs. • Recommend improvements and solicit implementer feedback on usefulness of the recommendations. Key Issues for Evaluations of Major Programs • Upon request, SCE will provide 20 additional slides that identify a few key process evaluation issues that will be explored for each major program. • Market analyses will be added for selected programs • Early M&V will be conducted separately for selected programs • We solicit your input on key issues that should be explored for individual programs.
