  2. What’s New with the TIPS and Technology Transfer Division?

  3. Henry has been employed with OSM for 30 years. He has worked in all three OSM Regions as a Reclamation Specialist. All but 6 years of Henry’s career have been spent in the Western Region. Henry Austin

  4. Memorandum of Agreement (MOA)

  5. Purpose This Memorandum of Agreement (MOA) establishes the following: • An interagency agreement between the Office of Surface Mining (OSM) and the client for the loan of federally owned property and software. • This agreement is effective when signed by the manager of OSM’s Technical Innovation and Professional Services (TIPS) and the client. • This agreement supersedes any previous agreements with TIPS (formerly known as the Technical Information Processing System).

  6. Terms and Conditions • TIPS software is routinely loaned to the States and Tribes to conduct business pertaining to SMCRA. This software will remain vested in the Federal Government. • The client agrees to treat all loaned software in a reasonable manner (as specified by the manufacturer of that software) and to abide by all software licensing agreements. • The client agrees to install the KeyServer Client (provided by TIPS) on ALL computers that will access any TIPS supplied software.

Why Install KeyServer Client? • Tips is obligated by Federal Capital Planning and Investment Control requirement and general accountability standards to collect usage statistics for software applications it supplies to clients. • The TIPS steering committee has also mandated that the collection of usage data take place. • The KeyServer Client will collect all TIPS software usage statistics (ignoring non-TIPS software usage) for use in our end of the year reports.

  9. KeyServer Categories • What information will be handled by KeyServer: • Controlled programs: Any programs that are “Keyed” by TIPS. Example: Galena • Logged Programs: A program that is monitored every time a person uses a logged executable program. Example: AutoCAD.
