4. National Development Plan • Government Outcome 3: “all people in South Africa are and feel safe”. • NDP: long-term social crime prevention strategies that look at the causes of crime and require coordination of all departments

DEPARTMENTS OVERSEEN BY THE PORTFOLIO COMMITTEE ON POLICE • Prevent, combat & investigate crime • Maintain public order • Protect & secure the inhabitants of the Republic & their property • Uphold & enforce the law. • Ensure independent oversight over South African Police Service (SAPS) and the Metropolitan Police Services • Conduct independent and impartial investigations of identified criminal offences allegedly committed by members of the SAPS and the MPS • Promote proper police conduct • Provide quality, timeous evidence-based strategic research and policy advice • Develop and build strategic partnerships in the fight against crime • strengthen the national dialogue and relationships on safety and crime prevention • Initiate policy driven legislation on policing and security matters • Regulate the private security industry • Prevent, combat and investigate crime • Exercise effective control of security service providers in the public and national interest • Exercise effective control of security service providers in the interest of the security industry

11. Police Budget • Visible policing - 51.1% of the overall budget • The key sub programmes of visible policing are: • Crime Prevention • Border Security • Specialised interventions • Facilities

Police Budget • Crime Prevention - R29 million for 2014/15 which is equivalent to approximately 79% of the Visible Policing budget. • The Crime prevention arm of SAPS will deal with Sector policing, community police forums, implementation of the rural safety strategy and police stations where victim friendly service to victims of rape, sexual offences, domestic violence and abuse is set up.

DEPARTMENTS OVESEEN BY PORTFOLIO COMMITTEE ON DEFENCE AND MILITARY VETERANS Defend and protect the RSA, its territorial integrity and its people, in accordance with the Constitution and the principles of international law regulating the use of force To facilitate delivery and co-ordinate all activities that recognise and entrench the restoration of dignity and appreciation of the contribution of Military veterans to our freedom and nation building. To preserve and protect the Military and cultural heritage of the Castle of Good Hope, to optimise its tourism potential, and to maximise public access to the parts of the Castle not used by the DOD. Meet the acquisition, maintenance and disposal needs of the DOD and other clients in terms of defence materiel and related products and services

15. Background • SONA : " The South African National Defence Force (SANDF) has been a source of national pride as it participated in peacekeeping missions in the continent. This role will continue and government is looking into the resourcing of the SANDF mandate in line with recently concluded Defence Review.“ • NDP: Chapter 12: Building safer communities: • Reduce youth unemployment: • Strengthen South Africa's position in the SADC region and increase trade and investment.

Military Veterans • National Policy on standards on socio-economic support to military veterans and their dependants • Operating separately from DOD since April 2013 • Major Risks: • insufficient budget • Insufficient accomodation • Reliability, accuracy and completeness of MV beneficiary database. • Medium Term: Socio-economic support and empowerment and stakeholder management
