Issue Statement • CASS Cycle L (effective in August 1, 2007) will change the criteria by which addressed pieces qualify for presort and automation discounts with the introduction of mandatory Locatable Address Correction System (LACSLink) and Delivery Point Verification (DPV). The proposed work group will be tasked with ensuring the USPS and industry work in concert to allow for a smooth transition to an environment where ZIP+4 CASS/MASS Certified Address Matching software is integrated with LACSLink and DPV.
Impact • This issue impacts industry and Postal Service efficiency (in dollars and time). Integrating LACSLink and DPV with ZIP+4 CASS Certified address matching software is designed to ensure that mail is accurately addressed and can be delivered. The financial consequences to the Postal Service and the mailing industry of handling 11 billion UAA pieces annually are significant and must be mitigated. The Postal Service has a mandate to reduce UAA mail by 50% by 2010.
Desired Results • To ensure that after a diligent effort to correct and upgrade mailing lists and address databases is undertaken, the costs of mailing are the lowest combined costs to both the USPS and industry.
