Implementation: OA/hybrid journals • Wellcome Trust funding, alternatives: • Direct grants • Contingency funds • Institutional funds for ‘top 30’ • RCUK: • Full Economic Costs • Need for: • Identification of who manages Wellcome funding • Publicity regarding Wellcome funding • Funds in institutions (from fEC) to cover OA charges • Clear policies associated with funds

Implementation: OA repositories • Wellcome, MRC: deposit in (UK) PMC • ESRC: deposit in ESRC repository • BBSRC and NERC: deposit in any appropriate repository eg IR • Need for: • IRs and other repositories to be in place • clear institutional policies on deposit eg institutional ‘routing’ • awareness raising and support

Questions • Can Wellcome institutional funds be used for general BMC (or other OA publisher) pre-payment? • Who should manage Wellcome funds in the institution? • Should more clarity be sought from RCUK on the role of fEC? • How can awareness raising about these policies be enhanced in institutions? Any examples of good practice? • Should institutions set up central funds to cover OA fees? If so who should they be for? How should they be advertised? Who administers them? • What policies can institutions adopt to make the procedures for researchers as easy as possible? Should this include mediated routing? • Should the author-produced or publisher-produced version of a paper be deposited?
