Under Proposed Rule 87% of Inpatient Rehabilitation Facilities Would Lose Certification by 2007 Number of Certified Inpatient Rehabilitation Facilities Before and After Enforcement of Proposed 75% Rule Sources: Today: The Lewin Group analysis of CMS Medpar file, 2002. 2004-2006: UDS analysis of CMS’ September 9 proposed rule with 65% threshold. 2007 and Beyond: CMS/RAND analysis of CMS’ May 16 proposed rule on IRF Payment.
