Transferability School districts can transfer up to 100% of its Title II-A program funds into Title I, Part A. Nonpublic consultation is required before the district makes decisions about transferability of federal funds.
Nonpublic Choices 1) Continue to support professional development activities currently in place, leaving Title II-A funding budgeted in the nonpublic school service area; or
Nonpublic Choices 2) Participate in the transfer of Title II-A into Title I for expanded intervention student services.
Highly Qualified Teacher Requirements for Nonpublic Services
School District Personnel File Requirements Annual updates of Highly Qualified Teacher worksheets from: Ohio’s Teacher Toolkit - Forms A-F Other validation documents include: College Transcripts Para Pro Test Score License/Permit Assignments – Academic Subjects and Grade levels assigned
Title I supplemental academic teachers and paraprofessionals (hired or contracted by school district) must meet the Highly Qualified Teacher (HQT) Requirements
If public district provides nonpublic school service through a 3rd party contract- Highly Qualified Teacher Status is “not” required be validated.
Nonpublic Services may be provided by: • An employee of Public District; or • Contracted services with: • Individual • Agency Provider (3rd Party Provider) Contract Terms and Conditions • number of students served • hours worked • academic progress reported
Service Contract Process District Requirements Procurement Procedures – EDGAR 80.36 • Bidding Process - if exceeds small purchase threshold of $25,000

Public School Employees • Work Logs for validating student services and/or professional development activities performed; or • Semi-Annual Single Certification Signed forms.
Control of Funds Public District is required to: • Ensure Inventory Records are maintained • Remove equipment and supplies from nonpublic schools if no longer needed
Control of Funds • Make budget decisions, create purchase orders and complete invoicing for services • Ensure all equipment purchased is used to improve student academic achievement
Control of Funds Funds cannot be used for repairs, minor remodeling or construction of nonpublic school facilities
